China’s National Healthcare Security Administration to Accelerate Standardization of Medical Service Pricing

Beijing, September 10, 2024 – TheNational Healthcare Security Administration (NHSA) of China has announced its commitment to accelerating the standardization of medical service pricing, aiming to promote high-quality development in thehealthcare sector.

During a press conference on Promoting High-Quality Development held by the State Council Information Office, Zhang Ke, Director of the NHSA, emphasized the importance of implementing the spirit of the 20th National Congress of the Communist Party of China’s Third Plenary Session. He stated that the NHSA will prioritize the development of standardized pricing for medical services, ensuringthat new pricing schemes are based on clinical value and innovation quality.

The NHSA will continue to guide provincial healthcare security bureaus in optimizing the management of newly added medical service items. It will expedite the approval process for applications related to majorinnovative technologies, particularly those involving medical devices that have received priority review and approval from the National Medical Products Administration. This proactive approach aims to foster the growth of new productive forces within the medical field.

Director Zhang also highlighted the importance of maintaining rigorous quality control to prevent the emergence of low-quality, falsely innovative products thatcould disrupt the market and drain healthcare funds. He urged companies to prioritize innovation quality and ensure transparent disclosure of pricing information, particularly for high-value medical consumables. This transparency will facilitate social oversight and peer review, promoting accountability and ethical practices.

The NHSA’s focus on standardizing medical service pricing is driven byseveral factors. Firstly, China’s healthcare system is undergoing rapid transformation, with a growing demand for advanced medical technologies and services. This necessitates a robust pricing framework that reflects the value of innovation and ensures fair compensation for healthcare providers.

Secondly, the NHSA is committed to safeguarding the sustainability of the national healthcare securityfund. By establishing clear and transparent pricing mechanisms, the NHSA aims to prevent unnecessary cost inflation and ensure that resources are allocated efficiently.

The NHSA’s announcement has been met with positive responses from industry stakeholders. Representatives from medical device manufacturers and healthcare providers have expressed their support for the initiative, recognizing the need fora standardized and transparent pricing system. They believe that this will create a more level playing field for innovation and encourage the development of high-quality medical products and services.

However, some experts have cautioned that the implementation of standardized pricing could present challenges. They argue that it is crucial to strike a balance between ensuring fair compensationfor healthcare providers and maintaining affordability for patients. Additionally, they emphasize the need for continuous monitoring and adjustments to the pricing system to adapt to evolving market dynamics and technological advancements.

Overall, the NHSA’s commitment to accelerating the standardization of medical service pricing is a significant step towards promoting high-quality development in China’s healthcare sector. This initiative will not only enhance the efficiency and transparency of the healthcare system but also contribute to the long-term sustainability of the national healthcare security fund. The success of this endeavor will depend on the collaborative efforts of all stakeholders, including the government, healthcare providers, medical device manufacturers, and patients.
