The new policy, outlined in the Implementation Measures for Car Scrap and Update Subsidy in Anhui Province, was jointly issued by the Anhui Provincial Department of Commerce and nine other departments on September 7. Car Exchange Subsidy

The car exchange subsidy is designed to encourage individuals to replace older, high-emission vehicles with newer, more environmentally friendly models. Here are the key points:

  1. 报废更新补贴: From April 24, 2024, to December 31, 2024, individuals who scrap vehicles with emissions standards of Phase III and below or new energy vehicles registered before April 30, 2018, and purchase new energy vehicles or fuel vehicles with a displacement of 2.0 liters and below, will receive a one-time fixed subsidy. For those who scrap both types of old vehicles and purchase new energy vehicles, the subsidy is 20,000 yuan; for those who scrap vehicles with emissions standards of Phase III and below and purchase fuel vehicles with a displacement of 2.0 liters and below, the subsidy is 15,000 yuan.

  2. 汽车置换更新补贴: From the date of the issuance of these measures to December 31, 2024, individuals who transfer their personal cars and purchase new fuel vehicles or new energy vehicles will receive a one-time fixed subsidy based on the price of the new vehicle (excluding tax). The subsidy is exhausted once the funds are used up. For new vehicles priced between 50,000 yuan and 100,000 yuan, the subsidy for fuel vehicles is 6,000 yuan and for new energy vehicles is 9,000 yuan; for new vehicles priced between 100,000 yuan and 200,000 yuan, the subsidy for fuel vehicles is 10,000 yuan and for new energy vehicles is 13,000 yuan; for new vehicles priced 200,000 yuan and above, the subsidy for fuel vehicles is 15,000 yuan and for new energy vehicles is 18,000 yuan.

Home Appliances and Home Improvement Renovation Subsidy

The policy also includes subsidies for home appliances and home improvement. Here are the key points:

  1. Energy Efficiency Standards: From the date of the implementation of the policy in each city to December 31, 2024, products with energy efficiency (water efficiency) standards of level 2 or above will receive a 15% discount on the sales price after all discounts are deducted. Products with energy efficiency (water efficiency) standards of level 1 or above will receive a 20% discount on the sales price after all discounts are deducted. Products without specified energy efficiency (water efficiency) standards will receive a 15% discount on the sales price after all discounts are deducted.

  2. Eligible Products: Consumers are eligible for a one-time subsidy of up to 2,000 yuan for one product per category. Eligible home appliances include refrigerators (including freezers, refrigerators), washing machines (including washing and drying machines), televisions (including laser televisions, projectors), air conditioners (including central air conditioners), computers (including all-in-one computers, portable computers), water heaters (including gas wall-mounted boilers), household stoves (including integrated stoves), and exhaust hoods. Eligible home improvement and kitchen and bathroom products include water purifiers, dishwashers, sweeping robots, air purifiers, showers, intelligent toilets (including intelligent toilet lids), dryers, smart locks, smart curtains, smart laundry racks, smart beds, and smart mattresses.

Electric Bicycles

The policy also includes subsidies for electric bicycles. Here are the key points:

  1. Old-to-New Exchange: From the date of the implementation of the policy in each city to December 31, 2024, consumers who return their old electric bicycles and purchase new lithium-ion battery electric bicycles will receive a purchase discount of 15% on the sales price of the new vehicle, with a maximum subsidy of 500 yuan. For those who return their old electric bicycles and purchase new lead-acid battery electric bicycles, a purchase discount of 20% on the sales price of the new vehicle, with a maximum subsidy of 600 yuan, will be provided.

  2. Maximum Subsidy: Consumers with multiple registered old electric bicycles are eligible for a maximum of two subsidies. The same new vehicle cannot receive multiple subsidies.
