Japan Faces Rice Shortage as New Crop Prices Soar

Tokyo, September6, 2023 – Japan is facing a rice shortageas the price of newly harvested rice has surged, prompting concerns about consumer affordability and potential shifts in dietary habits. A recent meeting convened by the Ministry of Agriculture,Forestry and Fisheries (MAFF) revealed that the price of new rice at retail stores has reached over 3,000 yen per 5 kilograms (approximately $21), marking a significant increase of around 1,000 yen compared to last year.

The meeting, which brought together rice producers, wholesalers, and retailers, highlighted the escalating cost of rice production. Wholesalers reported a substantial price hike for the 2024 rice crop, with prices ranging from 1,500 to 2,000 yen per kilogram, significantly higher than the 2023 crop.This surge in prices is attributed to various factors, including rising input costs for fertilizers and fuel, as well as the impact of extreme weather events.

Participants expressed concerns about the potential impact of high rice prices on consumer demand. They fear that consumers may opt for cheaper alternatives like noodles and bread, leading to a decline inrice consumption. This shift in dietary habits could have broader implications for the Japanese rice industry, which has long been a cornerstone of the country’s agricultural sector.

The shortage of rice has also prompted calls for increased production. Food industry representatives, facing dwindling inventories, urged for a significant increase in rice production to address thesupply gap. They also highlighted a growing trend among restaurants to switch to imported rice due to the unavailability of domestic rice.

Minoru Konno, senior managing director of rice wholesaler Mokuden Shoryo, expressed concerns about the current price of new rice, calling it abnormal. However, he believes thatthe shortage at retail stores will gradually ease.

The current rice shortage is a culmination of several factors. The 2023 rice crop was impacted by a severe heatwave, resulting in reduced yields. The situation was further exacerbated by the earthquakes and typhoons that struck Japan in August, prompting panic buying amongconsumers and depleting stocks at supermarkets.

The rising price of rice is a significant concern for Japanese consumers, who are already grappling with rising inflation. The government is facing pressure to address the issue and ensure the availability of affordable rice for all citizens.

The MAFF is closely monitoring the situation and is working withstakeholders to find solutions. However, the long-term impact of the rice shortage and high prices remains uncertain.
