Former Vice President of Haitong Securities Caught and Repatriated After Just One Monthon the Run

BEIJING, August 29, 2024 – Jiang Chengjun, a former vice president of Haitong Securities Co., Ltd., and a suspect in a corruption case, was apprehended overseasand repatriated to China after just one month on the run, according to a statement released by the Central Commission for Discipline Inspection (CCDI) and the NationalSupervisory Commission (NSC) on August 28.

The CCDI and NSC website reported that Jiang, who had been on the run since July, was caught and returned to China recently. He is now under investigation for serious violationsof discipline and law by the Shanghai Municipal Commission for Discipline Inspection and Supervision.

Jiang, born in April 1968, held various positions at Haitong Securities, including deputy general manager and general manager of the Investment Banking Department,assistant to the general manager, and vice president and chairman of the Investment Banking Committee.

On July 31, Haitong Securities announced that Jiang had resigned from his position as vice president due to personal reasons. However, the CCDI and NSC revealed that Jiang had actually fled the country after being implicated in a seriouscorruption case.

The Shanghai Municipal Commission for Discipline Inspection and Supervision launched an investigation into Jiang in August. Through international law enforcement cooperation, they were able to locate and apprehend him.

Jiang’s case is not isolated. In recent years, numerous individuals have been caught and repatriated shortly after fleeing the country.

In February 2023, Li Xi’an, former director of the Xi’an Grain Bureau in Shaanxi Province, was apprehended after being on the run for over a month. He was suspected of bribery and abuse of power. The Central Anti-Corruption Coordination Group’s International Fugitive Recovery and AssetRecovery Office coordinated the efforts of disciplinary inspection and supervision agencies and public security organs in Shaanxi and Yunnan provinces to bring Li back to China.

In March 2024, Guo Baichun, a former deputy mayor of Yinchuan, Ningxia Hui Autonomous Region, was also caught and repatriated afterbeing on the run for two months. The Ningxia Hui Autonomous Region Commission for Discipline Inspection had launched an investigation into Guo in January.

Several individuals have also been prevented from fleeing the country.

In May 2018, Jiang Zhaogang, president of Southwest Forestry University, attempted to flee the countryafter being accused of corruption. The Yunnan Provincial Public Security Department issued a Level A warrant for his arrest. Through joint efforts of the Yunnan Provincial Fugitive Recovery Office, public security, and foreign affairs departments, Jiang was apprehended in Kunming just 20 days later.

Cheng Peng, former deputy secretary-general ofthe Mudanjiang Municipal Government in Heilongjiang Province, attempted to flee the country in February 2019. The Central Fugitive Recovery Office immediately instructed relevant departments to form a fugitive recovery team, track his movements, and issue a Level A warrant for his arrest. He was apprehended two months later, beforehe could leave the country.

Since the launch of the Sky Net operation in 2015, China has made significant progress in repatriating fugitives and recovering stolen assets. The operation has been ongoing for ten years, with a focus on bringing back individuals on the Hundred Red Notices list.

In March 2024, the CCDI and NSC website published a commentary highlighting the collaborative efforts of various departments in combating corruption and bringing fugitives back to China. The commentary emphasized the importance of a unified strategy, the Sky Net operation, and the fight against money laundering by corrupt officials.

According to data released by the CCDI and NSC, the Sky Net 2023 operation has repatriated 1624 fugitives, while the number of new fugitives has been kept at a low level.

The successful capture and repatriation of Jiang Chengjun demonstrates China’s unwavering commitmentto combating corruption and bringing fugitives to justice, no matter how long it takes.
