China’s Push for Autonomous Vehicles Gains Momentum as 16,000 Test Licenses Issued

BEIJING, Aug. 27,2024 – China’s autonomous vehicle industry is steadily advancing, with the Ministry of Public Security (MPS) having issued over 16,000 test licenses for self-driving vehicles, according to a press conference held today. The MPS also revealed that it has issued 250million electronic driving licenses, showcasing its commitment to streamlining traffic management and embracing digital solutions.

Wang Qiang, Director of the Traffic Management Bureau of the MPS, highlighted the significant progress made in promoting the development of autonomous driving technology. The MPShas opened 32,000 kilometers of public roads for testing, providing a crucial platform for validating and refining self-driving systems.

The MPS is actively supporting the development of the autonomous driving industry by providing necessary testing infrastructureand regulatory frameworks, said Wang. We are committed to creating a safe and efficient environment for the deployment of autonomous vehicles on public roads.

The MPS has also implemented a series of reforms to enhance traffic management efficiency and convenience for citizens. These include simplifying vehicle registration and transactions, optimizing city bus lane management, and introducingonline video settlements for minor traffic accidents.

The widespread adoption of electronic driving licenses, with over 250 million issued, is a testament to the MPS’s commitment to digitalization. The agency has also piloted the use of electronic vehicle registration certificates in 60 cities, including Beijing, issuing over22 million electronic certificates to vehicle owners.

Recognizing the importance of a robust legal framework for autonomous vehicles, the MPS is actively pushing for revisions to the Road Traffic Safety Law. These revisions will address key aspects of autonomous vehicle operation, including road testing, public road access, traffic violations, and liability for accidents.

The proposed amendments to the Road Traffic Safety Law have been included in the State Council’s 2024 legislative agenda and the legislative plan of the 14th National People’s Congress Standing Committee. This prioritization underscores the government’s commitment to establishing clear legal guidelines for the safeand responsible development of autonomous driving technology.

China’s efforts to foster the development of autonomous vehicles are driven by a desire to enhance road safety, reduce traffic congestion, and promote sustainable transportation. The MPS’s proactive approach, including the issuance of test licenses, the creation of testing infrastructure, and the implementation of digitalsolutions, is crucial for accelerating the adoption of autonomous vehicles in China.
