Hangzhou Loosens Car License Restrictions, Adds Direct Blood Relatives Category
Hangzhou, China – In a move to further optimize its car license controlpolicy, Hangzhou has announced a series of relaxations, including the introduction of a new direct blood relatives category for acquiring car licenses. The announcement was madejointly by the Hangzhou Municipal Transportation Bureau and the Hangzhou Municipal Public Security Bureau on August 25th, 2024.
This year marks thetenth anniversary of Hangzhou’s implementation of a car license quota system. The city has seen significant success in managing the number of vehicles on its roads, with measures like the regional license plate policy, direct allocation of licenses for families withmultiple children, and talent-specific programs. These measures have resulted in a steady increase in the car license lottery winning rate, rising from a low of 0.55% to the current 0.96%.
The newadjustments to the policy aim to meet the urgent needs of the public, continue to boost car consumption, and maintain orderly urban traffic, according to the announcement.

Relaxed Long-Time Lottery Participant Criteria: Individuals who have participated in the car license lottery for 48 times or more and meet the eligibility requirements can now apply for a long-time lottery participant license. This provides an alternative pathway for those who have been unsuccessful in the regular lottery system.

Removal of License Auction Reserve Price: The minimum bidding price for car licenses in Hangzhou has been removed, withother auction rules remaining unchanged. This could potentially lead to lower prices for licenses.

Removal of Vehicle Renewal Restrictions: Individuals with a second or subsequent 浙A (Hangzhou) license plate vehicle or a vehicle deemed to have reached the end of its service life can now apply for a renewal license after completingthe transfer, relocation, or cancellation procedures.

Introduction of Direct Blood Relatives Category: Individuals who transfer their 浙A license plate vehicle to a direct blood relative can directly apply for a license in this category. This applies to transfers between spouses, who can directly handle the transfer without needing to applyfor a license. The license will be held by the recipient of the vehicle, and the transferor will not be eligible for a renewal license.
This new policy will come into effect on August 28th, 2024. Any previous regulations that contradict this new policy will be superseded.
Theintroduction of the direct blood relatives category is seen as a significant step towards easing the pressure on the car license market in Hangzhou. It allows for a more flexible transfer of vehicles within families, potentially reducing the need for individuals to participate in the competitive lottery system.
