China and Africa: A Shared Journey Towards Modernization and a High-Level Communityof Shared Future
Beijing, August 25, 2024 – The world’s largest developing country and the continent with the highest concentration of developing nations, China and Africa, separated by vast oceans, are boundby a deep and enduring friendship.
From September 4th to 6th, Beijing will host the 2024 Forum on China-Africa Cooperation (FOCAC) under the theme Working Together for Modernization, Building a High-Level China-Africa Community of Shared Future. President Xi Jinping will deliver a keynote speech at the opening ceremony on September 5th,marking the latest chapter in a long and fruitful partnership.
This summit, following the 2018 FOCAC Beijing Summit, will see leaders from across Africa and China gather to discuss the future of their relationship. This reunion ofold and new friends within the China-Africa family promises to chart a new course for cooperation, solidifying the shared destiny of the two continents.
A Partnership Rooted in Mutual Respect and Shared Development
Established 24 years ago, the FOCAC has matured into a beacon of international cooperation, particularly forAfrica. Its focus on shared prosperity and sustainable development has made it a model for South-South cooperation. Under the leadership of President Xi Jinping, China-Africa cooperation has reached unprecedented heights.
Since 2013, President Xi has spearheaded a new era in China-Africa relations. His true, sincere, and practical policy towards Africa, coupled with the correct approach to justice and fairness, has cemented the bond between the two continents.
In 2015, President Xi, at the FOCAC Johannesburg Summit, elevated the relationship to a comprehensive strategic partnership and proposed the Ten Cooperation Plans for joint implementation. The 2018 Beijing Summit saw President Xi emphasize the building of a closer China-Africa community of shared future with the Eight Major Initiatives as a roadmap.
In 2021, President Xi, addressing the 8th Ministerial Conference of theFOCAC, introduced the China-Africa Friendship and Cooperation Spirit and announced the Nine Programs for practical cooperation. Most recently, in 2023, President Xi and South African President Cyril Ramaphosa co-chaired the China-Africa Leaders’ Dialogue, calling for joint efforts in modernization anda shared future, further enriching the concept of a China-Africa Community of Shared Future.
A History of Shared Destiny and Enduring Friendship
The bond between China and Africa transcends time and space. As President Xi stated in 2022 during a meeting with Tanzanian President Samia Suluhu Hassan, When China was still poor, we tightened our belts to help our African brothers build the Tanzania-Zambia Railway. Now that we have developed, we must continue to help our African friends achieve common development and build a China-Africa community of shared future for the new era, based on the principle of sincerity, practical results, affinity, and good faith.
The core principles of China-Africa friendship – sincerity and equality, mutual benefit and win-win, upholding justice, and openness and inclusiveness – remain unwavering.
From the first handshake between Chinese and African leaders at the Bandung Conference to African nations supporting China’s entry into the United Nations; from the construction of the Tanzania-Zambia Railway to the establishment of the African Union Conference Center; from the outpouring of support from African nations during the Sichuan earthquake to the deployment of Chinese medical teams during the Ebola and COVID-19 outbreaks, the shared history of China and Africa isa testament to their enduring friendship.
As President Xi aptly summarized, China-Africa relations did not develop overnight, nor were they bestowed upon us by anyone. They are the result of our two sides sailing through storms together, sharing weal and woe, and forging ahead step by step.

The upcoming FOCAC summit is poised to be a pivotal moment in the China-Africa partnership. It will offer a platform to discuss concrete measures for implementing the Nine Programs and further strengthen cooperation in key areas such as infrastructure, agriculture, healthcare, and education.
