China Issues Flood Defense Level 4 Emergency Response for Shanxi, Shaanxi,and Ningxia
BEIJING, Aug. 25 (Xinhua) — The Ministry of Water Resources of China has activated a Level 4 emergency response for flood defense in Shanxi, Shaanxi, and Ningxia provinces,as heavy rainfall is expected to continue in the coming days.
According to the China Water Resources WeChat public account, parts of northern Ningxia, southeasternInner Mongolia, and central and eastern Shanxi experienced moderate to heavy rain on August 24, with some areas receiving torrential downpours. Forecasts indicate that from August 25 to 27, eastern and central-westernShaanxi, and central and northern Shanxi will see heavy to torrential rainfall, leading to rising water levels in the upper and middle reaches of the Yellow River. The heavy rainfall could also cause flooding above warning levels in some small and medium-sized rivers, posing a significant risk to the safety of small and medium-sized reservoirs, earthen dams, and hillside areas prone to flash floods.
Li Guoying, deputy commander of the State Flood Control Headquarters and Minister of Water Resources, has called for close monitoring of the heavy rainfall and strengthening of monitoring,forecasting, and joint analysis and assessment. He emphasized the need for proactive measures to prevent and mitigate potential risks.
The Ministry of Water Resources has been holding daily rolling discussions to analyze and assess the rainfall and flood situation, and has deployed targeted measures to address the potential flood risks. Based on the Water Resources Ministry’s Emergency Response Procedures for Water and Drought Disaster Prevention, the Ministry activated a Level 4 emergency response for flood defense in Shanxi, Shaanxi, and Ningxia at 12:00 p.m. on August 25. The Level 4 emergency response for flood defense in Inner Mongolia remains inplace.
Local water authorities and relevant river basin management agencies have been instructed to closely monitor rainfall and flood conditions, strengthen joint analysis and assessment, promptly issue early warning information, and scientifically and precisely manage water projects. They are also tasked with prioritizing the safety of reservoirs and earthen dams, inspecting and defending dykes, preventingfloods in small and medium-sized rivers, and mitigating flash flood risks.
For areas at risk, such as scenic spots, farmhouses, and construction sites, local governments have been urged to take preemptive measures to evacuate residents from dangerous areas, ensuring the safety of people and property.
The Ministry of Water Resourceshas dispatched a working group to the flood-affected areas in Ningxia. Currently, five working groups are assisting in guiding flood prevention efforts in Shanxi, Inner Mongolia, Shaanxi, and Ningxia.
The activation of the Level 4 emergency response underscores the seriousness of the potential flood risks and highlights the government’s commitment to protecting people and property. The Ministry of Water Resources, along with local authorities, will continue to closely monitor the situation and take necessary measures to minimize the impact of the heavy rainfall.
