共建“一带一路”,语言成为文化理解的桥梁

中新社无锡8月24日电 (记者 陈建新) “文化误读往往由语言隔阂引起。”近日在江苏无锡一场座谈会上,北京语言大学国际中文教育研究院院长吴应辉表示,和谐世界需要借助语言作为文化传播载体和工具的作用,不同民族间才能正确解读彼此的文化。

这场名为“2024民进‘一带一路’文化交流座谈会”的会议,围绕“发展国际中文教育,推动‘一带一路’人文经济共荣”主题,吸引了众多文化、教育领域的专家学者参与。

吴应辉院长指出,“一带一路”倡议以共商共建共享为原则,以和平合作、开放包容、互学互鉴、互利共赢的丝绸之路精神为指引。国际中文教育可在促进民心相通、政策沟通和贸易畅通中发挥积极作用。

他强调,应制定以促进文化交流为主要目标的共建“一带一路”国家中文教育支持计划,从体制机制、资源配置、学科建设、新兴技术应用等方面做好顶层设计。同时,应推动虚拟空间国际中文教育加快发展,最大限度释放优质教学资源带来的教学效率,并大力支持共建国家建设国际中文教育学科,培养本土中文人才,鼓励国内高校与共建国家开展本硕博高层次中文人才联合培养。

华东师范大学国际汉语文化学院副院长叶军则从国际中文教育视域下华文教育的提质转型升级问题出发,指出如今海外华侨华人家长送子女去华校,其目的已不仅是“传承中华语言文化”,他们也希望能在华校中接受更好的数学、科学、社会、历史等学科的基础教育,以及书法、绘画、音乐、舞蹈等艺术教育,以更好适应未来世界发展的需要。

“华侨华人不仅是华文教育的主力军,也是国际中文教育的中坚力量。”叶军副院长认为,发展国际中文教育,需要大量具有较高专业素养和实际工作经验的高层次教学人才、管理人才和决策人才引领,年轻一代的华侨华人是未来人才培养的一大重点。

全国有色金属职业教育教学指导委员会秘书长宋凯则关注到中资企业在发展国际中文教育方面的独特作用,他建议可依托“走出去”企业,搭建“中文+职业技能”教育发展新平台。推动企业发挥主导作用,根据自身需求,为“中文+职业技能”教育提供相应的经费、场地和设备支持,实现校企供需有效对接,并支持校企联合开发教学资源库、专业语料库,服务国际经贸合作。

专家学者们一致认为,语言是文化理解的桥梁,发展国际中文教育,不仅能促进“一带一路”沿线国家之间的文化交流,更能推动“一带一路”倡议的深入发展,实现人文经济共荣。

Wuxi, Jiangsu, August 24 (CNS) – “Cultural misinterpretations often arise from language barriers,” said Wu Yinghui, Dean of the Institute of International Chinese Language Education at Beijing Language and Culture University, at a recent forum in Wuxi, Jiangsu. He emphasized that a harmoniousworld requires language as a vehicle and tool for cultural dissemination, enabling different ethnic groups to correctly interpret each other’s cultures.

This forum, titled “2024 Minjin Belt and Road Cultural Exchange Forum,” attracted numerous experts andscholars from the fields of culture and education, focusing on the theme of “Developing International Chinese Language Education to Promote the Shared Prosperity of Humanities and Economics along the Belt and Road.”

Dean Wu pointed out that the Belt and Road Initiative, guidedby the principles of consultation, joint construction, and shared benefits, is driven by the Silk Road spirit of peaceful cooperation, openness and inclusiveness, mutual learning and understanding, and mutual benefit and win-win. International Chinese language education can play a positive role in promoting people-to-people exchanges, policy communication, andtrade facilitation.

He stressed the need for a Belt and Road Chinese Language Education Support Plan focused on cultural exchange, with top-level design encompassing institutional mechanisms, resource allocation, discipline development, and the application of emerging technologies. Simultaneously, the development of virtual space international Chinese language education should be accelerated to maximize theteaching efficiency brought by high-quality teaching resources. Furthermore, support should be provided for the construction of international Chinese language education disciplines in participating countries, cultivating local Chinese language talent, and encouraging domestic universities to collaborate with participating countries on joint training programs for high-level Chinese language talent at the undergraduate, master’s,and doctoral levels.

Ye Jun, Deputy Dean of the International Chinese Language and Culture College at East China Normal University, discussed the issue of quality improvement and transformation of Chinese language education from the perspective of international Chinese language education. He noted that overseas Chinese families sending their children to Chinese schools are no longer solely focused on “passing on Chinese language and culture.” They also seek a high-quality foundation in mathematics, science, society, history, and arts such as calligraphy, painting, music, and dance, to better adapt to the future needs of the world.

“Overseas Chinese are not only the main force in Chinese language education but alsothe backbone of international Chinese language education,” said Deputy Dean Ye. He believes that the development of international Chinese language education requires a large number of high-level teaching, management, and decision-making personnel with strong professional skills and practical work experience. The younger generation of overseas Chinese is a key focus for future talent cultivation.

Song Kai, Secretary-General of the National Non-ferrous Metals Vocational Education Teaching Guidance Committee, highlighted the unique role of Chinese companies in developing international Chinese language education. He suggested establishing a new platform for “Chinese language + vocational skills” education, leveraging the “going global” strategy of Chinese companies. He advocatedfor companies to take the lead, providing funding, facilities, and equipment support for “Chinese language + vocational skills” education based on their own needs, effectively aligning supply and demand between schools and enterprises. He also encouraged joint development of teaching resource libraries and professional corpora by schools and enterprises to support international economic and trade cooperation.

Experts and scholars unanimously agreed that language is a bridge to cultural understanding. The development of international Chinese language education not only promotes cultural exchange among countries along the Belt and Road but also drives the in-depth development of the Belt and Road Initiative, achieving shared prosperity of humanities and economics.
