法润彩云南 | 昆明：沉浸式体验法治宣传，共建平安和谐社会
央视网消息（记者 欧霁娴） 8月22日，2024年“全国网络普法行·云南站”活动在昆明启动。媒体团当天上午来到云南法院博物馆和昆明市反诈中心，沉浸式体验云南网络普法宣传的做法成效，感受云南法治建设的蓬勃发展。
云南法院博物馆位于云南高院审判综合楼一楼，馆内设有包括云南司法文化展厅、青少年法治教育基地在内的“五厅一基地”，以实物、图片、文献资料，以及“鲜活”司法案例等生动展示云南法院在司法审判、法治宣传、司法为民等方面的努力与成果。
走进博物馆，仿佛踏上一场穿越时空的法律之旅。从云南法治建设历史到民族法治发展历程，参观者可身临其境地深入了解云南司法历史和文化。同时，还能通过模拟法庭、专题讲座等活动亲身体验法庭的庄严和法律的公正。
“法院博物馆不仅是展示云南法院成就的地方，更是引导人们知法、懂法、守法和弘扬法治精神的重要阵地，我们希望能真正将法律知识融入人们的学习与生活，为推动法治社会建设贡献力量。” 云南法院博物馆工作人员表示。
作为打击治理电信网络诈骗违法犯罪的主力军，昆明市公安局牵头昆明市反诈中心，联动全市打击治理电信网络诈骗工作的35家成员单位，在“夏季治安打击整治行动”期间取得丰硕成果，全市电诈案件同比下降32.93%，损失数同比下降52.47%；抓获“两卡”人员超2900余人，追回被骗资金2800余万元。
针对已转入电诈犯罪分子账户的被骗资金，市反诈中心不断提升涉诈资金穿透分析工作效率，及时启动涉案账户止付冻结工作。“近期多发涉及‘百万保险’‘航班退改签’类的诈骗，请大家一定要提高警惕。”反诈民警提醒道。
昆明市反诈中心负责人介绍，市反诈中心将持续保持高压严打态势，创新工作方式方法，深入推进涉诈资金链治理各项工作。同时，昆明警方也呼吁市民提高防范意识，共同构建全民反诈防线。
此次“全国网络普法行·云南站”活动，通过沉浸式体验，让媒体记者们深刻感受到了云南在网络普法宣传方面取得的显著成效，也看到了云南法治建设的蓬勃发展。相信在未来，云南将继续加强法治宣传教育，引导市民学法用法，共建平安和谐社会。

CCTV News (Reporter Ou Jixian) On August 22nd, the 2024 “National Online LegalPublicity Tour – Yunnan Station” kicked off in Kunming. On the morning of the same day, the media group visited the Yunnan Court Museum and the Kunming Anti-Fraud Center, immersing themselves in the practices and achievements of Yunnan’s online legal publicity, witnessing the vigorous development of Yunnan’s rule of law construction.
Located on the first floor of the Yunnan High Court’s Trial Complex, the Yunnan Court Museum houses five halls and a base, including the YunnanJudicial Culture Exhibition Hall and the Youth Legal Education Base. It showcases the efforts and achievements of Yunnan courts in judicial trials, legal publicity, and serving the people through real objects, pictures, documents, and “vivid” judicial cases.
Stepping into the museum feels like embarking on a journey through time and law. From thehistory of rule of law construction in Yunnan to the development of ethnic legal systems, visitors can experience firsthand the history and culture of Yunnan’s judiciary. They can also participate in activities like mock trials and thematic lectures to personally experience the solemnity of the courtroom and the fairness of the law.
“The Court Museum is notonly a place to showcase the achievements of Yunnan courts, but also an important platform to guide people to understand, know, and abide by the law and promote the spirit of the rule of law. We hope to truly integrate legal knowledge into people’s learning and lives, contributing to the construction of a law-based society,” said a staff member of the Yunnan Court Museum.
As the main force in combating and governing telecommunications and network fraud crimes, the Kunming Public Security Bureau, leading the Kunming Anti-Fraud Center, has worked together with 35 member units across the city to combat and govern telecommunications and network fraudcrimes, achieving fruitful results during the “Summer Security Crackdown and Rectification Campaign.” The number of telecommunications fraud cases in the city has decreased by 32.93% year-on-year, and the amount of losses has decreased by 52.47% year-on-year;over 2,900 “two-card” personnel have been arrested, and over 28 million yuan of defrauded funds have been recovered.
For defrauded funds that have been transferred to accounts of telecommunications fraud criminals, the Anti-Fraud Center continuously improves the efficiency of its analysis of funds involvedin fraud, promptly initiating the work of stopping and freezing accounts involved in the case. “Recently, there have been many scams involving ‘million-dollar insurance’ and ‘flight refunds and changes,’ so please be vigilant,” reminded an anti-fraud police officer.
The head of the Kunming Anti-Fraud Center introducedthat the center will continue to maintain a high-pressure crackdown, innovate work methods, and deepen the implementation of various work measures to govern the chain of funds involved in fraud. At the same time, Kunming police also call on citizens to raise their awareness of prevention and jointly build a nationwide anti-fraud defense line.
