**中新网杭州8月23日电 (鲍梦妮)** 近日,2024新华·波罗的海国际航运中心发展指数报告发布,宁波舟山国际航运中心排名再进一位,跃居到全球第八。自2021年首次跻身全球第十以来,宁波舟山国际航运中心通过连续进位,四年时间实现“三级跳”。
宁波舟山港货物吞吐量、集装箱吞吐量常年稳居世界第一和世界第三。多年来,宁波舟山国际航运中心也在港航服务、综合环境等方面持续发力,其身位排名变化,成为浙江推进海洋强省进程,建设世界一流强港的写照。
观察宁波舟山国际航运中心的发展之路,营商环境的持续优化是最直观的感受之一。例如在海事法律服务方面,宁波海事法院收结案数、服判息诉率等质效数据不断提升;航运经纪服务方面,宁波舟山船舶代理产业持续扩大,船舶交易服务全国领先;航运金融服务方面,宁波舟山金融保险市场规模呈增长趋势……
其背后,是浙江数年如一日地重视向海图强,多方落子。以今年为例,1月20日,浙江省海洋经济发展厅揭牌成立,成为全国首个以“海洋经济发展”命名的省级政府组织部门。不久后,浙江官方宣布省级财政安排预算资金166.7亿元,重点支持包括世界一流强港在内的交通运输建设。
港口是国际航运中心的基础。从省域到相关地市,全方位打造世界一流强港的信号已纵横贯穿各个部门。
为加强一体化建设,杭州海关、宁波海关协同创新机制、数字赋能,开发保税燃料油跨关区直供无纸化监管系统,全面实现加注业务电子化联动监管,建立“关、港、物、企”协调机制,保障进出口货物高效通关。
又如为提升港口生产效率,宁波舟山港各码头与船公司共同设立对标评估体系,实行专人专班提效小组对接,落实“一船一策”,持续优化船舶靠离泊等举措,让集装箱运输生产一直处于高效组织、高位运行状态。这让今年上半年,全球尤其是亚洲多个港口出现不同程度拥堵时,宁波舟山港未受影响。
在智慧港口建设方面,宁波舟山港码头启用智能施验封模式,集卡车20秒即可过关;自主研发的集装箱码头生产操作系统基本覆盖全港,并已顺利登陆内河码头。
1—7月,该省55项强港改革任务已高质量落地32项,较原计划提前完成11项;全年73个强港重点项目已完成投资313亿元,完成年度计划的73%。
面向未来,浙江官方明确,要持续推进港口集疏运体系和重大基础设施项目建设,强力推进港航服务业发展;强化港口服务高水平对外开放的功能,推动跨境电商高质量发展,加快培育外贸新动能。
8月22日,《世界一流强港建设发展基金框架协议》签订仪式在杭州举行,首期5亿元资金已募集到位。该基金将以市场化方式开展运营,重点支持港产城贸联动发展、航运服务业发展、高端绿色船舶建造、航运大数据软件开发与运营等。

The Ningbo-Zhoushan Port consistently ranks first and third in the world for cargo throughput and container throughput, respectively. For example, this year,on January 20th, the Zhejiang Provincial Department of Marine Economic Development was inaugurated, becoming the first provincial government department in China named after “marine economic development.” Shortly after, Zhejiang officials announced that the provincial government had allocated 16.67 billion yuan in budget funds to prioritize transportation construction, including world-class powerful ports.
Ports are the foundation of international shipping centers. From the provincial level to relevant cities, the signal to build a world-class powerful port has permeated all departments.
To strengthen integrated development, Hangzhou Customs and Ningbo Customs have jointly innovated mechanisms and digital empowerment, developing a paperless supervisionsystem for bonded fuel oil cross-regional direct supply, comprehensively realizing electronic linkage supervision of refueling operations, establishing a “customs, port, goods, and enterprise” coordination mechanism to ensure efficient customs clearance for import and export goods.
Furthermore, to enhance port production efficiency, various terminals at the Ningbo-Zhoushan Port have jointly established benchmark evaluation systems with shipping companies, implementing dedicated teams to address efficiency improvement, implementing “one ship, one strategy,” and continuously optimizing ship berthing and departure measures, ensuring that container transportation production remains in a state of high-efficiency organization and high-level operation. This has allowed the Ningbo-Zhoushan Port to remain unaffected even when multiple ports around the world, especially in Asia, experienced varying degrees of congestion in the first half of this year.
In terms of smart port construction, the Ningbo-Zhoushan Port terminals have implemented intelligent inspection and sealing modes, allowing container trucks to pass throughin 20 seconds. The independently developed container terminal production operating system has essentially covered the entire port and has been successfully deployed to inland river terminals.
From January to July, 32 of the province’s 55 powerful port reform tasks have been implemented with high quality, exceeding the original plan by11 items. The 73 key powerful port projects for the entire year have completed investments of 31.3 billion yuan, reaching 73% of the annual plan.
Looking ahead, Zhejiang officials have made it clear that they will continue to advance the construction of port logistics systems and major infrastructure projects, vigorously promote the development of port and shipping services, strengthen the functions of high-level outward-oriented opening up of port services, promote the high-quality development of cross-border e-commerce, and accelerate the cultivation of new foreign trade drivers.
