##第三轮第二批中央生态环境保护督察反馈：七省市生态文明建设取得进展，但仍存在问题
中新网8月22日电 据生态环境部微信公众号消息，经党中央、国务院批准，2024年8月20日至21日，第三轮第二批中央生态环境保护督察组分别向上海、浙江、江西、湖北、湖南、重庆、云南等7省(市)反馈督察情况。
督察组指出，7省(市)深入贯彻习近平生态文明思想和习近平总书记关于生态环境保护的重要指示批示精神，认真落实党中央、国务院决策部署，高度重视生态文明建设和生态环境保护，严格落实长江经济带“共抓大保护、不搞大开发”要求，深入打好污染防治攻坚战，工作取得较大成效。
**督察组也发现了一些问题和不足。**
* 一些地方践行习近平生态文明思想还不到位，统筹高质量发展和高水平保护仍有差距，“两高”项目盲目上马控制不力，建筑垃圾违规处置问题较为突出，生态环境保护责任落实不够有力，长江保护修复仍存在一些突出问题。
* 污染防治攻坚存在薄弱环节，一些地方环境空气质量反弹，一些地市环境基础设施短板突出。
* 生态保护修复仍需加强，林地、自然保护地生态破坏时有发生，一些矿山生态治理修复不到位。
* 一些第三方环境检测机构存在数据造假问题。
**下一步，督察组将指导督促被督察省市按照《中央生态环境保护督察工作规定》《中央生态环境保护督察整改工作办法》要求，在45个工作日内研究制定整改方案，按程序上报党中央、国务院。** 后续工作中持续加强调度督促，对发现的问题紧盯到底，推动地方切实整改到位、取得实效。

**BEIJING, August 22 (Xinhua)** — According to the WeChat public account of the Ministry of Ecology and Environment, with the approval of the Central Committeeof the Communist Party of China and the State Council, from August 20 to 21, 2024, the inspection teams of the second batch of the third round of central ecological environmental protection inspections respectively fed back theinspection situation to Shanghai, Zhejiang, Jiangxi, Hubei, Hunan, Chongqing, and Yunnan, seven provinces (municipalities).
The inspection teams pointed out that the seven provinces (municipalities) have deeply implemented Xi Jinping’sThought on Ecological Civilization and the important instructions and directives of General Secretary Xi Jinping on ecological environmental protection, earnestly implemented the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, attached great importance to ecological civilization construction and ecological environmental protection, strictly implemented the requirements of the “jointly protecting andnot developing excessively” in the Yangtze River Economic Belt, and have made significant progress in the battle to win the war on pollution.
**The inspection teams also found some problems and shortcomings.**
* Some localities have not yet fully implemented Xi Jinping’s Thought on Ecological Civilization, and there is still a gap incoordinating high-quality development and high-level protection. “Two high” projects have been blindly approved and controlled ineffectively, illegal disposal of construction waste is prominent, the implementation of ecological environmental protection responsibilities is not strong enough, and there are still some prominent problems in the protection and restoration of the Yangtze River.
* There are weak links in the pollution control campaign. In some places, the quality of ambient air has rebounded, and some cities and prefectures have prominent shortcomings in environmental infrastructure.
* Ecological protection and restoration still need to be strengthened. Forestland and natural reserves are frequently damaged, and ecological restoration ofsome mines is inadequate.
* Some third-party environmental testing institutions have problems with data falsification.
**Next, the inspection teams will guide and urge the inspected provinces and municipalities to formulate rectification plans within 45 working days according to the “Regulations on Central Ecological Environmental Protection Inspection Work” and the “Methodsfor Rectification Work of Central Ecological Environmental Protection Inspection,” and report them to the Central Committee of the Communist Party of China and the State Council according to procedures.** In the follow-up work, continuous efforts will be made to strengthen scheduling and supervision, to follow up on the problems found, and to promote local authorities toeffectively rectify them and achieve results.
