**Hokkaido,Japan, August 21, 2024** – On Kunashiri Island, part of Japan’s Northern Territories, Russian islanders recently cleanedthe graves of Japanese former islanders who were unable to visit due to the suspension of exchange programs, demonstrating humanitarian concern and respect for cultural traditions.

The “NorthernTomb Sweeping” and “Visa-Free Exchange” programs, which allowed former islanders of the Northern Territories to visit their hometowns, have been suspended for four years since the outbreak of the COVID-19 pandemic and Russia’s invasionof Ukraine. This has prevented many Japanese former islanders from returning to their hometowns to pay respects to their ancestors.

Against this backdrop, the Russian islanders of Kunashiri Island took the initiative to clean the Japanese graves. They cleaned thecemetery on August 18th, and photos from the scene show Russian islanders weeding the Japanese graves, demonstrating their respect for Japanese culture and understanding of the former islanders.

Russian islanders involved in the cleaning work said they learned from past exchanges that former islanders place great importance on the Obon Festival tradition, and therefore decidedto carry out the cleaning work during this period. They also said they would continue to carry out this activity to express their respect for Japanese culture and their concern for the former islanders.

This act has attracted widespread attention in Japanese society. Many Japanese people have expressed their gratitude for the Russian islanders’ kind gesture, and believeit reflects the spirit of humanitarianism and respect for cultural traditions. Some experts have also pointed out that this incident could be a catalyst for improving relations between the two countries, creating new possibilities for resolving the Northern Territories issue.

The Japanese government has not yet made an official statement on the matter. However, it is foreseeablethat this incident will continue to spark discussion in Japanese society about the Northern Territories issue, and inject new thinking into the development of bilateral relations.
