云南省人民政府新闻办公室今日召开新闻发布会,就新印发的《云南省全面加强非煤矿山安全生产工作若干措施》(以下简称《措施》)进行了解读。《措施》明确提出,到2026年底,云南省非煤矿山总数将控制在2000座以内,以进一步强化非煤矿山安全生产工作,提升非煤矿山行业的整体安全水平。
云南省作为全国非煤矿山数量最多的省份,占全国非煤矿山总数的近八分之一。近年来,云南省在非煤矿山安全生产方面取得了显著成效,非煤矿山数量和事故数量均大幅下降,近两年未发生较大事故,20多年来未发生重特大事故。然而,云南省的非煤矿山行业仍存在“小、弱、多”等问题。
《措施》从严格市场准入、强化源头管控、规范行政许可、推进转型升级、落实全员安全生产责任制、防范化解重大安全风险、提升监管执法效能、压实属地和部门安全生产责任等八个方面,对非煤矿山安全生产提出了明确的措施要求。
《措施》特别强调了针对露天采石(砂)场的转型升级。规定了除硅石、石英砂等特殊需求矿产外,停止新建开采规模低于100万吨/年的露天采石(砂)场,将现有采石(砂)场最小开采规模提高到50万吨/年。同时,对于现有矿山达不到标准要求的,给予3年过渡期实施升级改造;3年过渡期后因资源保障能力等限制仍不达标的,才积极引导退出。
此外,《措施》还明确了在新一轮非煤矿山转型升级中,各地要制定“四个一批清单”(达标保留一批、改造升级一批、整合重组一批、淘汰关闭一批)的工作流程及时间表和路线图。到2024年底,全省非煤矿山总数控制在2780座以内,2025年底控制在2490座以内,2026年底控制在2000座以内,并打造一批标准化、自动化、智能化标杆矿山。
《措施》还强化了责任落实,提出2024年至2026年,实现全省非煤矿山生产安全事故起数、死亡人数逐年下降15%以上。同时,注重防范化解重大安全风险,提出矿山企业主要负责人每月要组织开展1次重大事故隐患排查整治、尾矿库排洪构筑物每3年应进行1次质量检测等。
云南省通过实施《措施》,旨在通过严格的市场准入和转型升级,推动非煤矿山行业减量提质、强基固本,全面提升非煤矿山安全生产水平,确保人民生命财产安全和社会稳定。

The Yunnan Provincial Government News Office held a press conference today to interpret the newly issued “Several Measures for Comprehensively Strengthening the Safety Production of Non-Metal Mines in Yunnan” (referred to as the “Measures”). The Measures clearly propose to control the total number of non-metal mines in Yunnan to under 2,000 by the end of 2026, in order to further strengthen the safety production of non-metal mines and improve the overall safety level of the industry.
As the province with the largest number of non-metal mines in the country, Yunnan accounts for nearly one-eighth of the national total. In recent years, Yunnan has achieved significant results in safety production of non-metal mines, with a substantial decrease in the number of mines and accidents. There have been no major accidents in the past two years, and no major disasters in 20 years. However, the non-metal mining industry in Yunnan still faces problems such as “small, weak, and numerous.”
The Measures propose specific measures and requirements for non-metal mining safety production from eight aspects, including strict market access, enhanced source control, standardized administrative permits, promotion of transformation and upgrading, implementation of full-time responsibility for safety production, prevention and resolution of major safety risks, improvement of regulatory enforcement efficiency, and the solidification of local and departmental responsibility for safety production.
The Measures particularly emphasize the transformation and upgrading of open-pit stone (sand) quarries. It stipulates that the construction of new open-pit stone (sand) quarries with a mining scale below 1000,000 tons per year, except for special demand minerals such as silica and quartz sand, should be stopped, and the minimum mining scale of existing quarries should be increased to 500,000 tons per year. At the same time, for existing mines that do not meet the standards, a three-year transition period is provided for upgrading and renovation; if they still do not meet the standards after the three-year transition period due to resource guarantee capacity and other limitations, they will be actively guided to exit.
Additionally, the Measures clearly outline a work process, timetable, and roadmap for the “four batches list” in the next round of non-metal mining transformation and upgrading, including those that meet standards and are retained, those that are upgraded and transformed, those that are integrated and reorganized, and those that are closed down and eliminated. By the end of 2024, the total number of non-metal mines in the province will be controlled to under 2,780, and by the end of 2025, it will be controlled to under 2,490, with the goal of reaching 2,000 by the end of 2026, and establishing a number of benchmark mines that are standardized, automated, and intelligent.
The Measures also strengthen the implementation of responsibility, proposing to achieve a reduction of more than 15% in the number of non-metal mining production safety accidents and fatalities in Yunnan from 2024 to 2026. The Measures also emphasize the prevention and resolution of major safety risks, proposing that the main responsible person of a mining enterprise should conduct a major accident隐患排查整治 once a month and that tailings dam drainage structures should be quality-tested once every three years.
