新模式通过将海关监管区内检测机构的工作由凭申报与放行车辆清单手工登记检测调整为凭海运船载VIN信息登记检测，使用智能手持终端扫描风挡VIN登记，提高了检测效率和准确性。检测机构人员通过比对船载信息无误后直接上线检测，待企业申报完毕，海关进行人工查验后，检测机构将检测结果匹配海关信息，完成全部检测项目并形成书面检测报告。
天津丰田物流有限公司负责人祖井兴表示，新政落地后，进口车辆能够同时完成海关查验和上线检测，有效避免了进口汽车集中到港造成的扎堆排队现象，提高了检测机构的检测能力，实现了资源的高效利用。
