法院审理认为，孟祥光身为国家工作人员，利用职务上的便利，为他人谋取利益，非法收受他人财物，数额巨大；同时，身为国家工作人员，利用职务上的便利，伙同他人骗取公共财物，数额巨大，其行为构成受贿罪、贪污罪，应当依法追究其刑事责任。鉴于孟祥光具有坦白、认罪认罚、退缴全部受贿赃款等情节，对其依法从轻处罚；同时又具有为他人谋取职务提拔、调整的情节，对其酌情从重处罚。
宣判后，孟祥光当庭表示不上诉。
