自然资源部表示,将持续加强海洋预警预报能力建设,以应对日益严峻的海洋灾害挑战。今年1月至7月,自然资源部共启动海洋灾害应急响应12次,发布灾害警报106期,成功预测了15次海洋灾害过程。面对气候变化和极端天气事件的频发,海洋灾害预警预报显得尤为重要。

记者近日走访了国家海洋环境预报中心,了解了海洋灾害预警技术的完整过程。该中心自主研发的智能化海啸监测预警平台,能够快速做出预测预警。该平台集成了全球海底地震监测、全球水位监测等多项技术,能够在地震发生后3至5分钟内迅速确定初步地震参数,随后实时传送至海啸预警系统,触发相应的预警流程。这样的设计确保了预警的及时性和准确性。

此外,该中心还整合了全球600多个台站及我国沿海实时海洋数据,三分钟左右即可完成这些区域的参数计算,缩短预警时间。同时,配备了专用于海啸监测的浮标,确保能在地震发生后大约20分钟左右迅速测定海啸的规模,进一步提升了预警的及时性和准确性。

自然资源领域的相关部门仍不断深化对海洋预警预报系统的强化工作,积极推动其预报能力的稳步提升,以更好地应对海洋灾害,保护人民生命财产安全。

In addition, the center has integrated data from more than 600 global stations and real-time marine data from coastal areas of China, allowing for the computation of parameters in these regions within three minutes, shortening the warning time. Moreover, the center is equipped with buoys specifically designed for tsunami monitoring, ensuring that the scale of a tsunami can be rapidly determined about 20 minutes after an earthquake, further enhancing the timeliness and accuracy of the warning.

The relevant departments in the field of natural resources continue to deepen the strengthening work of the marine early warning and forecasting system and actively promote the steady improvement of its forecasting capabilities in order to better respond to marine disasters and protect the safety of people’s lives and property.
