黄华波指出,新生儿等重点人群是社会关注的对象,在医保的参保方面,新生儿往往取名字、获取身份证号码、办户口等需要时间,这给原有的参保制度带来了困难。为此,国家医保局持续推进新生儿“出生一件事”联办,不断优化新生儿参保流程,指导各地落实出生医学证明、户籍办理、医保参保等“出生一件事”的集成化办理,通过线下的“一厅联办”、线上的“一网通办”,最大限度减少新生儿父母的办事时间和办事成本。

在已有基础上,很多省份如云南、辽宁、福建、吉林等还在积极探索新生儿凭出生医学证明参保、在线申领医保码等相关服务,做到新生儿落地即参保,更好保障了新生儿的健康权益。

黄华波强调,未来,国家医保局将继续深化改革,创新服务模式,加大对“出生一件事”服务的宣传力度,进一步提高群众对该服务的知晓率和参与度,使更多的新生儿家庭在享受“少跑腿”“不跑腿”便利的同时获得更加优质、更加便捷的医保服务。
