黄华波指出,党的十八大以来,我国基本医保参保质量持续提升,参保率稳定在95%以上,居民医保成为解决病有所医、医有所保的典范。然而,在制度运行过程中,还存在一些问题,如部分群众不能在常住地参保,居民医保筹资机制不够完善,参保连续性不足等。
针对这些问题,《指导意见》明确了强化常住地参保、健全激励约束、完善筹资政策、精准扩面、强化宣传动员、部门联动、资金支持等机制。该《指导意见》发布后,参保人可以享有五大红利,即“放、扩、提、奖、便”。“放”是指放宽户籍限制,让更多人可以在常住地参保;“扩”是指扩大职工医保个人账户共济范围;“提”是指提高连续参保人员的待遇;“奖”是指对未报销的参保群众给予奖励;“便”是指提供更便捷的医疗服务。
这一系列措施的实施,将进一步优化我国基本医疗保险参保长效机制,提高参保群众的获得感,促进社会公平正义。
