针对这些问题，《指导意见》明确了强化常住地参保、健全激励约束、完善筹资政策、精准扩面、强化宣传动员、部门联动、资金支持等机制。该《指导意见》发布后，参保人可以享有五大红利，即“放、扩、提、奖、便”。“放”是指放宽户籍限制，让更多人可以在常住地参保；“扩”是指扩大职工医保个人账户共济范围；“提”是指提高连续参保人员的待遇；“奖”是指对未报销的参保群众给予奖励；“便”是指提供更便捷的医疗服务。
这一系列措施的实施，将进一步优化我国基本医疗保险参保长效机制，提高参保群众的获得感，促进社会公平正义。
