中新网西宁7月30日电 (记者 张添福)青海省人民政府新闻办公室30日召开新闻发布会，解读《青海省国土空间规划(2021—2035年)》(以下简称：《规划》)。青海省自然资源厅副厅长陈鸿林介绍，青海省官方于2019年正式启动《规划》编制，最终形成了文本、图集、说明、附件、数据库和“一张图”实施监督信息系统等规划成果。这是青海省首部“多规合一”的省级国土空间规划，体现了生态文明建设的新理念，反映了青海发展的新特征。
《规划》着力把青海省建设成为国家生态安全屏障和重要生态源保护区、维护国土安全和支撑“一带一路”的保障区、高原绿色低碳循环产业示范区、民族团结和谐美丽家园。
《规划》基于青海省资源禀赋和高原地理特点，统筹划定三条控制线及各类安全底线。到2035年，耕地保护任务不少于838.70万亩，永久基本农田保护面积不少于737.11万亩；生态保护红线面积29.64万平方千米；城镇开发边界扩展倍数控制在2020年城镇建设用地规模的1.3倍以内。
《规划》细化主体功能分区，构建“两屏三区、两轴多点”的国土空间开发保护新格局。一是构筑安全稳固的生态空间。以三江源、祁连山国家重点生态功能区为屏障，加强环青海湖地区生态保护，统筹山水林田湖草沙一体化保护和系统治理，承担好保护“中华水塔”的重大使命。二是建设现代有机的农业空间。巩固农业发展空间，建设高原绿色有机农畜产品输出地。因地制宜分区分类优化村庄布局，巩固拓展脱贫攻坚成果。三是打造和谐美丽的城镇空间。着力推进以县城为主体的新型城镇化建设，构建现代化西宁—海东都市圈，提升格尔木市、玉树市、共和县等城镇的辐射带动作用，完善城乡生活圈，促进城镇生态宜居、绿色发展。

BEIJING, July 30 (Xinhua) — A press conference was held by the Information Office of the Qinghai Provincial Government on July 30 to interpret the “Qinghai Provincial Territorial Space Planning (2021-2035)” (referred to as the “Plan”).
At the press conference, Deputy Director of the Qinghai Provincial Department of Natural Resources, Chen Honglin, introduced that the Qinghai Provincial government officially initiated the drafting of the Plan in 2019, and ultimately formed the planning results including texts, atlases, explanations, appendices, databases, and a “One Map” implementation and supervision information system. This is Qinghai’s first provincial territorial space planning that integrates various plans, reflecting new concepts of ecological civilization construction and reflecting the new characteristics of Qinghai’s development.
The Plan focuses on building Qinghai into a national ecological security barrier and an important ecological conservation area, safeguarding national territorial security and serving as a guarantee area for the “Belt and Road” initiative, as well as a demonstration area for highland green low-carbon circular industries, and a harmonious and beautiful homeland for ethnic unity.
Based on Qinghai’s resource endowments and alpine geographical characteristics, the Plan consolidates the delineation of three types of control lines and various safety thresholds. By 2035, the task of protecting cultivated land will not be less than 8387,000 mu, and the protected area of permanent basic farmland will not be less than 7,371,100 mu; the area of ecological protection red lines will be 296,400 square kilometers; and the expansion of urban development boundaries will be controlled within 1.3 times the scale of urban construction land in 2020.
The Plan details the functional zoning of the main body and constructs a new pattern of territorial space development and protection, “two screens, three zones, two axes, and multiple points.” The first is to construct a secure and stable ecological space. With the Sanjiangyuan and Qilian Mountains national key ecological functional areas as barriers, strengthen ecological protection in the Qinghai Lake region, and coordinate the integrated protection and systematic management of mountains, forests, rivers, fields, lakes, grasslands, and deserts. It shoulders the major mission of protecting the “Chinese Water Tower.” The second is to build a modern organic agricultural space. Strengthen the development space for agriculture, build a highland green organic agricultural and animal husbandry products output area. Tailor-make and optimize the layout of villages and towns according to local conditions, consolidate and expand the results of poverty alleviation. The third is to create a harmonious and beautiful urban space. Strive to promote the construction of new urbanization with county seats as the main body, build a modern Xining-Haidong urban circle, enhance the radiation and driving role of cities such as Golmud, Yushu, and Hezuo, and improve the urban life circle to promote green and livable urban development.
