中新社北京5月27日电 (记者 刘亮) 中国消费者协会今日发布的《中国消费者权益保护状况年度报告(2023)》显示,尽管近年来中国在消费者权益保护方面取得显著进展,但仍存在六方面突出问题,亟需社会各界共同努力解决。
报告指出,当前消费者权益保护工作中面临的主要问题包括:一是网络消费侵权行为频发,消费者个人信息安全难以得到充分保障;二是预付费消费模式引发的消费纠纷日益增多,消费者权益受损情况时有发生;三是商品和服务质量参差不齐,假冒伪劣产品仍有市场;四是消费维权渠道不够畅通,消费者投诉难、维权难的问题仍然存在;五是消费者权益保护法律法规有待进一步完善,执行力度需加强;六是消费者自我保护意识和能力不足,难以有效应对市场风险。
中消协呼吁,政府相关部门应加强法律法规建设,加大执法力度,完善消费者权益保护机制。同时,企业应自觉履行社会责任,提高产品质量和服务水平,共同营造良好的消费环境。此外,消费者自身也应增强法律意识和自我保护能力,提高辨别真伪的能力,理性消费,有效维护自身权益。
中消协表示,将继续关注消费者权益保护工作,积极推动相关问题的解决,为消费者提供更加坚实的权益保障。

BEIJING, May 27 (Xinhua) — The China Consumer Association (CCAA) released its “Annual Report on the Status of Consumer Rights Protection in China (2023)” on Thursday, revealing six major issues in consumer rights protection that require concerted efforts from all sectors of society to address.
The report pointed out that the main issues facing consumer rights protection include: frequent occurrences of consumer rights infringement in the online shopping sector, with insufficient protection for personal information; an increase in disputes arising from prepaid consumption models, leading to frequent cases of consumer rights being violated; a wide disparity in the quality of goods and services, with counterfeit and shoddy products still prevalent; inadequate channels for consumer complaints and rights protection, with difficulties in reporting and enforcing rights; the need for further improvement and stronger enforcement of consumer rights protection laws and regulations; and insufficient self-protection awareness and capabilities among consumers, making it difficult for them to effectively respond to market risks.
The CCCA called for the strengthening of legal and regulatory frameworks by government departments, the enhancement of enforcement efforts, and the improvement of consumer rights protection mechanisms. It also urged enterprises to fulfill their social responsibilities by improving product quality and service levels and contributing to the creation of a good consumption environment. In addition, consumers themselves should enhance their legal awareness and self-protection capabilities, improve their ability to distinguish between genuine and counterfeit products, and engage in rational consumption to effectively safeguard their rights.
The CCCA stated that it will continue to pay attention to consumer rights protection efforts and actively promote the resolution of related issues to provide consumers with stronger rights protection.
