中国商务部表示，此次发布的负面清单将有助于提高中国服务贸易的透明度和开放度，为外资企业提供更加稳定、公平、透明的营商环境。全国版负面清单共列出11个门类的131个服务领域，而自贸试验区版则在此基础上增加了27个开放度更高的服务领域。
