全国政协委员吕涛:畅通海外流失文物“回家”之路
全国政协委员、中央广播电视总台华语环球节目中心制片人吕涛近日接受中新网记者采访时表示,让海外流失文物回家,是守护文明遗产的必然要求,也是海内外中华儿女的共同心愿。他建议通过多举措进一步畅通流失文物“回家”路。
吕涛表示,近年来,国家文物局等相关部门在海外流失文物追索返还方面取得了积极进展,但仍面临诸多挑战。一是海外文物流失历史悠久,涉及国家众多,追索难度大;二是国际文物市场监管不力,走私盗卖文物现象屡禁不止;三是部分国家对文物返还持消极态度,甚至设置障碍。
为畅通海外流失文物“回家”之路,吕涛建议:
加强国际合作,建立追索返还机制。与流失文物所在国建立合作机制,加强信息共享和执法协作,共同打击文物走私盗卖行为。
完善文物保护法律法规,加大执法力度。进一步完善文物保护法,加强对文物出口、交易、拍卖等环节的监管,严厉打击文物走私和非法交易。
加大文物宣传力度,提升公众文物保护意识。通过媒体、学校、博物馆等渠道,广泛宣传文物保护的重要性,增强公众对流失文物返还的关注和支持。
鼓励民间力量参与文物追索返还。支持民间文物收藏机构、专家学者和社会团体参与海外流失文物追索返还工作,发挥其在文物信息收集、鉴定和谈判等方面的作用。
探索文物数字化,方便文物追溯。加快文物数字化进程,建立国家文物数据库,为文物追索返还提供技术支持。

Lu Tao, CPPCC member and producer at the Chinese International Channel of China Media Group, recently told a reporter from China News Service that the repatriation of overseas looted artifacts is an imperative for safeguarding cultural heritage and a shared aspiration of Chinese people at home and abroad. He proposed a series of measures to further facilitatethe return of looted artifacts.
Lu Tao said that in recent years, relevant departments such as the State Administration of Cultural Heritage have made positive progress in retrieving and returning overseas looted artifacts, but many challenges remain. First, the history of overseas artifact loss is long, involving many countries, making retrieval difficult. Second, international supervision of the artifact market is inadequate, and the smuggling and theft of artifacts continue unabated. Third, some countries have a negative attitude towards artifact repatriation and even create obstacles.
To clear the path for the return of overseas looted artifacts, Lu Tao proposed:

* Exploring artifact digitization to facilitate artifact tracing. Accelerate the digitization process of artifacts, establish a national artifact database, and provide technical support for artifact retrieval and repatriation.
Lu Tao emphasized that overseas looted artifacts are precious cultural heritage of the Chinese nation, carrying the genes and historical memory of Chinese civilization.
