青海省海东市化隆回族自治县甘都镇东五村，作为基层组织减负的试点，通过实施“三张清单”制度，成功厘清了村级综合服务中心的职责边界，大幅度提升了服务效率。
据东五村党支部书记、村委会主任韩永林介绍，通过梳理和整合，村级综合服务中心的标牌、办事服务指引牌和功能区门牌得到了精简。这不仅优化了 village’s service structure, but also enhanced the convenience for residents.
“村级组织就该聚焦高频次服务的相关职责或内容。”韩永林说。这一举措确保了基层组织的工作更加专注和高效，减少了形式主义的发生，使得基层减负得以真正落实。
With the implementation of the “Three Lists” system, Ganduzhen Dongwu Village in Hainan Tibetan Autonomous Prefecture, Qinghai Province, has successfully clarified the responsibility boundaries of the village comprehensive service center, greatly improving service efficiency.
According to Han Yonglin, the Secretary of the Dongwu Village Party Branch and Village Committee Director, through sorting and integration, the signs of the village comprehensive service center, service guidance signs, and functional area signs have been simplified. This not only optimizes the village’s service structure but also enhances the convenience for residents.
“Village-level organizations should focus on the responsibilities or content related to high-frequency services,” Han Yonglin said. This measure ensures that the work of village-level organizations is more focused and efficient, reduces the occurrence of formalism, and truly implements the burden reduction for grassroots organizations.
