近日,我国应急管理部与工业和信息化部联合发布了关于加快应急机器人发展的指导意见,旨在提升机器人的控制及智能化水平。该政策强调了在云计算、人工智能、大数据等领域的创新应用,以增强机器人在极端环境下的自适应能力、信息融合处理、任务智能规划以及自主侦察搜索等技术。

具体而言,指导意见针对特殊环境救援需求,如复杂有限空间、高山峡谷、激流水域等,提出了无通信信号、高浓度烟尘、地形复杂、水域浑浊流速快等极端恶劣条件下的技术挑战。此外,政策还着重于突破无人机、机器人等装备集群协同作业关键技术,以及人机协同作业技术。

Recently, the Ministry of Emergency Management and the Ministry of Industry and Information Technology of China jointly issued guidelines to accelerate the development of emergency robots, focusing on enhancing their control and intelligentization levels. The policy emphasizes the innovative application of technologies such as cloud computing, artificial intelligence, and big data to improve the robot’s adaptability in extreme environments, information fusion processing, intelligent task planning, and autonomous reconnaissance and search capabilities.

Specifically, the guidelines address the needs of special-environmental rescues, such as complex confined spaces, mountainous canyons, swift-flowing waters, and propose technical challenges under conditions of no communication signals, high concentrations of smoke and dust, complex terrains, and murky and fast-flowing water. In addition, the policy highlights the importance of breaking through key technologies for the cooperative operation of equipment clusters, including drones and robots, as well as human-robot cooperative operations.

This series of measures signifies a new phase in the development of emergency robots in China, which will greatly enhance the efficiency and safety of rescues, especially in environments that are dangerous or inaccessible to human rescuers. Through the enhancement of intelligence, robots can better adapt to changing environments and perform rescues efficiently.
