Recently, the National Data Bureau of China has jointly issued the “Data Element × Three-year Action Plan (2024-2026)” with 17 other departments. The plan emphasizes the importance of using scientific data to promote the development and training of large-scale artificial intelligence models, in order to accelerate technological innovation and industrial upgrading. This effort will focus on fields such as biological breeding, new material creation, and drug research and development, achieving fine-grained knowledge extraction and multi-source knowledge fusion through digital intelligence convergence.

The plan aims to build a scientific knowledge resource base, create high-quality corpora and basic scientific data sets, and provide strong support for the development of large-scale artificial intelligence models.
