近日,人力资源社会保障部印发《关于加快推进社会保障卡居民服务“一卡通”建设的通知》,明确到2027年,基本实现全国“一卡通”的目标。截至2023年底,全国社保卡持卡人数达13.79亿人,其中9.62亿人同时领用了手机中的电子社保卡,2023年电子社保卡全年服务151亿人次。为了让群众用卡更贴心、更方便,国办指导人力资源社会保障部联合12个部门,在9个省份和雄安新区开展了社保卡居民服务“一卡通”应用试点,取得良好成效,并进一步向其他地区推广。
一是服务体系初步建立。各地“一卡通”能力共建、数据共享、服务联动的基础不断夯实,区域协调、部门协同、部省协作的工作机制不断完善,6个省份进一步完成“一卡通”立法。电子社保卡开通全国“一卡通”服务专区,与国家政务服务平台实现对接,跨业务、跨地区、跨部门的“一卡通”应用服务能力不断增强。
二是应用场景日益丰富。人社领域基本实现“全业务用卡”,就业补贴和社保待遇普遍通过社保卡发放。社保卡已全面支持跨省领取养老金、跨省异地就医直接结算等服务。越来越多地区的惠民惠农财政补贴资金纳入社保卡发放,四川等地还将发放范围进一步扩展至奖助学金、以工代赈劳务报酬、农业保险赔款等。各地积极拓展政务服务、交通出行、文化旅游、就医购药等民生服务领域“一卡通”应用,为群众提供了全方位的便民服务。
三是特色服务亮点纷呈。浙江聚焦“一老一小”,建成“敬老通”用卡场景,打造智慧居家养老服务体系,创新“学社里”一卡通场景,贯通高校在校生校园服务和毕业生就业服务。青海打通社保卡待遇发放和移动支付应用,讲好“一卡通”惠民故事。青岛建成社保卡主题公园,提供沉浸式体验式服务,形成政府、商户、银行、群众“一卡通”应用生态圈。
四是区域“一卡通”成效初步显现。长三角地区已经实现“一卡通”统一办理事项52个;京津冀近期签署了社保卡居民服务“一卡通”合作框架协议;川渝地区已开通23项“一卡通”服务,并共建两地城市书房;海南、广东联合发行“广东爱海南旅游年卡”。区域“一卡通”促进了各地基本公共服务政策协同,有力保障了人员流动时公共服务便利共享。
根据《通知》,我国目标到2025年,社保卡在民生服务领域应用取得显著成效,“一卡通”政策体系更加完善,用卡环境更加完备,省级“一卡通”普遍实现,区域“一卡通”形成趋势。到2027年,社保卡在民生服务领域得到广泛应用,“一卡通”服务管理体系成熟完备,全国“一卡通”基本实现。

Fourthly, regional “one card” achievements show initial signs. The Yangtze River Delta region has realized 52 unified items for handling matters related to “one card”. The Beijing-Tianjin-Hebei region recently signed a cooperation framework agreement on resident services of social security cards for “one card”. Sichuan-Chongqing has opened 23 “one card” services and jointly built two city libraries in both regions. Hainan and Guangdong have jointly issued “Guangdong Love Hainan Tourism Year Card”. Regional “one card” promotes coordinated policies on basic public services, effectively ensuring that public services are shared conveniently when people move around.
According to the circular, China aims to achieve significant results in the application of social security cards in the field of livelihood services by 2025, improve the policy system of “one card”, establish a complete environment for using cards, universal implementation of “one card” at provincial levels, and formation of regional trend for “one card”. By 2027, social security cards will be widely used in the field of livelihood services, mature and complete management system for “one card” services will be established, and national “one card” will basically be achieved.
