加快转变城市发展方式 构建房地产发展新模式:235万套保障性住房开工,打造“好房子”成新目标

随着城市化进程的加速,我国城市发展方式正经历着深刻转变。为了构建房地产发展新模式,满足人民群众对美好生活的向往,政府在保障性住房建设和住房质量提升方面持续发力。

据住房城乡建设部相关负责人介绍,截至2023年底,我国城市建成区面积达到6.4万平方公里,超过9.3亿人生活在城镇。城镇人均住房建筑面积超过40平方米,累计建设各类保障性住房和棚改安置住房6400多万套,1.5亿多群众喜圆安居梦,低保、低收入住房困难家庭基本实现应保尽保。

然而,随着住房条件的改善,人民群众对住房的功能、质量有了新的期待。住房城乡建设部部长倪虹指出,当前住房发展已进入新阶段,从“有没有”转向“好不好”,人民群众对住房的隔音、卫生间串味、渗漏和开裂等问题尤为关注。

为了满足人民群众对“好房子”的期盼,住房城乡建设部提出建设绿色、低碳、智能、安全的住房目标。

绿色,让居民住得健康。 “好房子”要让人感到舒适,需要在设计和建造上充分考虑房间高度、室内温度湿度、空气净度和房间亮度等因素,以保障居民的身心健康。

低碳,让居民住得节能。 “好房子”要质量好、性能优、使用寿命长,并在全生命周期使用环节上更加节水、节电、节气、节能,既能让居民生活降低成本、减少支出,又能为社会节能降碳。

智能,让居民住得方便。 “好房子”应该成为一个大的智能终端,通过智能感应、监测室内环境变化、智能冰箱等功能,为科技创新留出了一片天地。

安全,让居民住得放心。 这既包括房屋的本体安全,结构牢固、抗震防灾,也包括设施设备的使用安全,以及使用人的安全,例如通过智能物联能够发现家里老人、小孩发生的意外情况。

为了实现“好房子”的目标,政府正加大保障性住房建设和供给力度。今年前7个月,全国保障性住房和城中村改造安置住房已开工和筹集235万套(间),完成投资4400多亿元。

住房城乡建设部和有关部门加强统筹谋划,指导各地一手抓配售型保障性住房建设,加快解决工薪收入群体的住房困难;一手抓配租型保障性住房供给,以“一张床、一间房、一套房”等多样化方式,解决好新市民、青年人等群体的住房问题。

未来,政府将继续优化房地产政策,完善住房保障体系,不断提升住房质量,让人民群众住上更好的房子,实现安居乐业的梦想。

As China’s urbanization process accelerates, the country’s urban developmentmodel is undergoing a profound transformation. To build a new model for real estate development and meet people’s aspirations for a better life, the government is continuously investingin affordable housing construction and housing quality improvement.

According to a relevant official from the Ministry of Housing and Urban-Rural Development, by the end of 2023, China’s urban built-up area reached 64,000 square kilometers, with over 930 million people living in towns and cities. The per capita housing construction area in urban areas exceeds 40 square meters. A total of over 64 million units of varioustypes of affordable housing and relocation housing for urban village renovation have been built, fulfilling the housing dreams of over 150 million people. Low-income and low-guarantee families have basically achieved universal coverage in housing security.

However, with the improvement of housing conditions, people have new expectations for the functionality andquality of their homes. Ni Hong, Minister of Housing and Urban-Rural Development, pointed out that housing development has entered a new stage, shifting from “having a house” to “having a good house.” People are particularly concerned about issues such as noise insulation, bathroom odor, leakage, and cracks.

To meetpeople’s aspirations for “good houses,” the Ministry of Housing and Urban-Rural Development has proposed the construction of green, low-carbon, intelligent, and safe housing.

Green, for healthy living. “Good houses” should provide a sense of comfort, requiring careful consideration of factors such as room height,indoor temperature and humidity, air purity, and room brightness during design and construction to ensure the physical and mental health of residents.

Low-carbon, for energy-efficient living. “Good houses” should be of high quality, excellent performance, and long service life. They should also be more water-efficient,energy-efficient, and resource-efficient throughout their lifecycle, reducing costs and expenses for residents while contributing to social energy conservation and carbon reduction.

Intelligent, for convenient living. “Good houses” should become large intelligent terminals, using intelligent sensing, monitoring indoor environmental changes, smart refrigerators, and other functions to create spacefor technological innovation.

Safe, for peace of mind. This includes the structural safety of the building, ensuring it is sturdy and resistant to earthquakes and disasters, as well as the safety of facilities and equipment, and the safety of users. For example, intelligent IoT can detect accidents involving elderly people or children at home.

To achieve the goal of “good houses,” the government is increasing investment in affordable housing construction and supply. In the first seven months of this year, 2.35 million units of affordable housing and urban village renovation relocation housing have been started or collected nationwide, with an investment of over 440billion yuan.

The Ministry of Housing and Urban-Rural Development and relevant departments are strengthening coordination and planning, guiding local governments to focus on both the construction of allocated affordable housing to address the housing difficulties of wage earners, and the supply of rented affordable housing to address the housing needs of new citizens, young people, andother groups through diverse methods such as “a bed, a room, a house.”

In the future, the government will continue to optimize real estate policies, improve the housing security system, continuously enhance housing quality, and enable people to live in better houses, realizing their dreams of a comfortable and fulfilling life.
