Beijing Bans Mandatory School Uniform Purchases, Promotes Recycling and Voluntary Choice
BEIJING,CHINA – In a move aimed at reducing financial burdens on families and promoting sustainability, Beijing hasimplemented new regulations prohibiting schools from mandating the purchase of uniforms. The policy, outlined in a joint notice issued by the Beijing Municipal Education Commission and the Beijing MunicipalAdministration for Market Regulation, emphasizes student autonomy and encourages environmentally friendly practices.
The new regulations, which came into effect recently, state that schools cannot force students or parents to buyuniforms or bundle them with other purchases. Students are now allowed to choose and create their own uniforms, adhering to the school’s designated style and color guidelines.

Schools are encouraged to implement programs such as trade-ins where students can exchange old uniforms for new ones or size swaps where they can exchange smaller uniforms for larger ones. The policy further emphasizes the importance of student and parent participation in the uniform selection process. Schools are required to establish committees comprising students, parents, and community representatives to actively engage in all aspects of uniform selection, including design, fabricchoice, color determination, functionality, pricing, procurement methods, and after-sales services. This ensures that students and parents have a voice in the process and their rights are protected.
We want to ensure that students and parents are fully informed and have the opportunity to participate in the decision-making process regarding school uniforms,stated the spokesperson. This will empower them and create a more transparent and accountable system.
Furthermore, the notice mandates that schools implement a double inspection system for all selected uniforms, ensuring quality and safety standards are met. Schools are prohibited from charging students or parents for these inspections.
