Putin Announces Comprehensive Re-Equipment Plan for Russian Armed Forces

Moscow, September18, 2024 – Russian President Vladimir Putin announced a comprehensivere-equipment plan for the country’s armed forces, including both the army and navy, during a special meeting on the development of the Russian military. Themeeting was held via video conference.

Putin emphasized the importance of modernizing the technical capabilities of the Russian military, including both upgrading existing weapons systems and developing new, high-tech equipment. He stated that the re-equipment plan would involve the delivery of modern, high-precision weapons, armored vehicles, aircraft, systems for detecting enemy targets and electronic warfare, as well as control and communication systems.

This comprehensive re-equipment plan goes beyond individual weapon systems and encompasses a full range of modern equipment, including a diverse array of unmanned aerial vehicles (UAVs) of various sizes and purposes, from strategic and heavy to small and ultra-small.

Putin highlighted the importance of drawing on the experience gained during the ongoing special military operation in Ukraine to inform the modernization process. He stated that Russian design bureaus and research institutions have conducted extensive studies and identified the most effective steps to improve weapon systems and enhance the combat capabilities of the Russian military.

The president alsostressed the crucial role of highly skilled personnel in effectively utilizing these advanced weapons. He emphasized that the effectiveness of weapons directly depends on the quality of training and the competence of the personnel operating them.

Therefore, it is necessary to use all available resources to strengthen the military training level of our troops, Putin said.

In addition to the re-equipment plan, Putin also addressed the need to ensure the armed forces are adequately staffed with trained personnel. This includes the newly established permanent combat-ready units in the newly formed military districts. He highlighted the recent presidential decree on determining the personnel structure of the Russian armed forces, which aims to addressthis issue.

On September 16, Putin signed a decree increasing the total personnel strength of the Russian armed forces to 2,389,130 by December 1, 2024. This includes 1.5 million military personnel (excluding civilian staff).

The announcement of the re-equipment plan comes amidst ongoing military operations in Ukraine and a period of significant geopolitical tension. It signals Russia’s commitment to modernizing its military capabilities and maintaining a strong defense posture.

The re-equipment plan is expected to involve substantial investments and could have significant implications for the global security landscape.
