Amsterdam, Netherlands – The Netherlands’ benefits agency, UWV, has admitted to significant errors in the calculation of WIA (Income according to Working Capacity Act) benefits, potentially affecting tens of thousands of recipients. In a letter to parliament, Minister Eddy van Hijum of Social Affairs and Employment revealed that the mistakes, which have been occurring for years, may result in some individuals having to repay benefits.
The WIA benefit is provided to Netherlands residents who have been ill for over two years and are unable to work or are less able to work. UWV acknowledged the gravity of the situation, with a spokesperson stating, It is painful that we make mistakes. It is a drastic moment in people’s lives. You then expect us to make a good assessment and provide the correct benefit.
UWV director Johanna Hirscher explained that while the agency has been inundated with WIA applications, it has not given enough attention to the quality of its calculations. The investigation into the errors is expected to conclude in December, but the agency has not yet determined the number of people affected.
Minister Van Hijum highlighted a substantial number of inaccuracies in WIA benefits since 2020, suggesting that tens of thousands of benefits may have been incorrectly determined. He assured parliament that the government is looking into cases where benefits must be reclaimed, but noted that individuals would not have to repay benefits if they received too much due to an error by UWV. However, if recipients could reasonably have known they were receiving an excessive amount, their cases would be scrutinized more closely.
The trade union FNV described the situation as a total disaster, with vice-chair Kitty Jong comparing it to the benefits scandal. Jong emphasized that the individuals affected were not living lavishly but were instead facing a significant blow due to the error.
The National Clients’ Council (LCR) will discuss the issue with the Ministry of Social Affairs and Employment next week. Chair Fatma Koser Kaya pointed out that the errors highlight the complexity of disability legislation and regulations, which have victimized citizens.
The revelations have sparked calls for the government to address the system and ensure that those entitled to benefits receive the correct amount. The UWV’s investigation will be closely watched to determine the full scope of the errors and the steps needed to rectify them.
