Ten Ministries Jointly Issue Guidelines for the Construction of Youth Stations to SupportYoung People’s Job Hunting and Employment

BEIJING, Aug.30, 2024 (Xinhua) – The Communist Youth League of China, the National Development and Reform Commission, the Ministry of Education,the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the Ministry of Housing and Urban-Rural Development, the Ministry of Culture and Tourism,the National Administration of Financial Regulation, the General Administration of Sport, and the National Bureau of Statistics have jointly issued the Guidelines on Fully Leveraging the Role of ‘Youth Stations’ to Support Young People’s Job Hunting and Employment (hereinafter referred to as the Guidelines).

The Guidelines summarize the exploration experiences of Youth Stations in the practice of youth-oriented city construction across the country. They primarily focus on addressing the transitional housing needs of young people duringtheir job hunting process, enabling them to enter, stay, live comfortably, and establish careers in cities.

The Guidelines outline key tasks such as rational site layout, standardized operation and management, support for youth employment, expansion of service functions, and strengthening of follow-up communication. They also put forward requirements regardingstrengthening organizational leadership, reinforcing policy support, integrating social resources, and avoiding formalism. The document aims to ensure that Youth Stations are effectively transformed into crucial platforms for serving young people’s job hunting and employment, as well as their growth and development.

The Youth Stations model originated from grassroots innovation and hasaccumulated over a decade of practical experience. In recent years, it has been widely promoted in the construction of youth-oriented cities across the country, with over 1,800 stations established in 156 cities. These stations have become the first stop for an increasing number of young people seeking employmentin different locations.

The Guidelines emphasize the importance of providing comprehensive support to young job seekers, including:

  • Affordable and convenient accommodation: Youth Stations offer temporary housing options at reasonable prices, easing the financial burden on young people during their job search.
  • Career guidance and training: Thestations provide career counseling, skills training, and job placement services to help young people improve their employability.
  • Networking opportunities: Youth Stations facilitate connections between young people and potential employers, offering opportunities for internships and job interviews.
  • Social support and integration: The stations provide social activities and community eventsto help young people integrate into their new environment and build a sense of belonging.

The Guidelines also call for the establishment of a collaborative mechanism involving government agencies, enterprises, and social organizations to ensure the effective implementation of the Youth Stations initiative. This includes:

  • Government support: Providing financial incentives, policy guidance, and infrastructure support to facilitate the development of Youth Stations.
  • Enterprise participation: Offering job opportunities, internships, and mentoring programs to young people at the stations.
  • Social organization involvement: Providing social services, community support, and volunteer opportunities to enhance the well-being of young jobseekers.

The issuance of these Guidelines marks a significant step forward in China’s efforts to support young people’s job hunting and employment. By providing practical and comprehensive support, Youth Stations are expected to play a crucial role in fostering a more inclusive and supportive environment for young people seeking to establish theircareers in urban areas.
