Guizhou Forges Ahead with Digital Economy Development Innovation Zone
Guiyang, China – Guizhou Province, located in southwest China, is makingsignificant strides in building a Digital Economy Development Innovation Zone, leveraging data as a key driver for economic growth and transformation.
The province, known as the firstnational big data comprehensive pilot zone, is home to 47 key data centers under construction or in operation. In February 2021, duringa visit to Guizhou, Chinese President Xi Jinping urged the province to seize new opportunities in implementing the digital economy strategy. This call was further solidified in January 2022 with the issuance of the State Council’s Opinions on Supporting Guizhou in Breaking New Ground in Western Development in the New Era, which designated Guizhou as a digital economy development innovation zone.
Guizhou is actively pursuing this strategic objective, focusing on three key areas: computing power, empowerment, and industry. The province is striving to unleash the full value of data elements, fostering deep integration between the digital economy and the real economy.
Building a Solid Computing Power Foundation and Targeting the Intelligent Computing Track
Building upon its first-mover advantage, Guizhou is actively upgrading its datacenters from storage-centric to integrated computing and storage, with priority given to intelligent computing. The province has become one of the leading regions globally in terms of the number of large and ultra-large data centers deployed.
Within the data center of Guizhou Zhongyun Data Service Co., Ltd., servers humat high speeds. Simultaneously, a technology company in Jiangsu Province is utilizing Guizhou’s equipment for film special effects rendering. In line with the national East Data West Calculation strategy, Guizhou is constructing a national hub node for the integrated national computing network, deploying over 100,000intelligent computing chips, resulting in a computing power scale exceeding 40 EFLOPS (EFLOPS refers to the number of quadrillions of floating-point operations per second).
In May, a new version of the Guizhou Hub Computing Power Scheduling Platform went online. We are dedicated to building a fair andtransparent computing power trading platform, allowing computing power providers and demanders to efficiently connect, much like hailing a ride-hailing service, said Wei Wei, Deputy General Manager of Guizhou Provincial Computing Power Technology Co., Ltd. The platform currently aggregates 102 computing power products and has facilitated computing power transactions worth2.787 billion yuan.
Empowering Application Scenarios and Facilitating Digital-Real Integration
To further unlock the value of data, Guizhou is focusing on five key areas: industrial transformation, smart cities, digital villages, whole-region tourism, and public services, promoting innovative applications of large-scale artificial intelligence models in these areas.
The Guizhou Yellow Cattle Industry Group has developed a digital operation management platform that covers the entire industry chain, from breeding and feeding to sales. In 2023, this system was shared free of charge with 83 partner companies. As a result, WangWenfang, a beef cattle farmer in Dafang County, has seen his farming costs decrease by over 5%. All these cattle have ‘electronic ID cards,’ so I can see how much feed they eat and when they can be slaughtered, all on my computer. It’s clear and transparent, he said.
The Fusion of Ten Thousand Enterprises initiative has driven over 30,000 enterprises in Guizhou to adopt cloud computing and cloud services. In 2023, Guizhou’s level of deep integration between big data and the real economy reached 46.5, an increase of13.1% compared to 2020. We select leading enterprises from various industries to cultivate industry-specific large-scale model ecosystems, creating a series of low-cost, replicable solutions, said Jing Yaping, Director of the Guizhou Provincial Big Data Development and Administration Bureau. Theprovince is strengthening policy, financial, and technological support, promoting industry-wide chain transformation and upgrading through a mechanism of leading enterprises building platforms, and small and medium-sized enterprises using platforms.
Focusing on Reform and Innovation, Cultivating an Industrial Ecosystem
Market-oriented allocation of data elements is being continuouslypromoted. Guizhou is starting with the improvement of data infrastructure, issuing a series of policies and regulations to establish a system for authorized operation of public data, data element registration, and evaluation. The province is actively exploring the establishment of data element trading platforms and the development of data element trading rules, aiming to build avibrant data element market.
