China Issues Flood Defense Emergency Response for Shanxi, Shaanxi, and Ningxia
BEIJING, Aug. 25 (Xinhua) — TheMinistry of Water Resources of China has activated a Level IV emergency response for flood defense in Shanxi, Shaanxi, and Ningxia provinces due to heavy rainfall andthe potential for flooding.
According to the China Water Resources WeChat public account, parts of northern Ningxia, eastern and southern Inner Mongolia, and centraland eastern Shanxi experienced moderate to heavy rain on August 24, with some areas receiving torrential downpours.
Forecasts indicate that from August 25 to 27, parts of eastern and central-western Shaanxi, and central and northern Shanxi will experience heavy to torrential rain. This rainfall is expected to cause water levels to rise in the upper and middle reaches of the Yellow River, potentially leading to flooding above warning levels in some small andmedium-sized rivers. There is also a heightened risk of dam safety issues in small reservoirs and earthen dams, as well as mountain torrents in hilly areas.
Li Guoying, deputy commander of the State Flood Control Headquarters and Minister of Water Resources, has emphasized the need for close monitoring of the heavy rainfall situation.He has instructed authorities to strengthen monitoring, forecasting, and joint assessments, and to take proactive measures for prevention and response.
The Ministry of Water Resources has been conducting daily rolling assessments, analyzing the evolving rainfall and flood situation, and deploying targeted measures for flood control. In accordance with the Water Resources Ministry’s EmergencyResponse Procedures for Water and Drought Disaster Prevention, the Ministry activated a Level IV emergency response for flood defense in Shanxi, Shaanxi, and Ningxia at 12:00 p.m. on August 25. The Level IV emergency response for flood defense in Inner Mongolia remains in effect.
TheMinistry has instructed local water authorities and relevant river basin management agencies to closely monitor rainfall and flood conditions, strengthen joint assessments and analysis, issue timely warnings, and scientifically and precisely manage water infrastructure.
The focus of the response will be on ensuring the safe operation of reservoirs and earthen dams, patrolling and defending dykes, preventingflooding in small and medium-sized rivers, and mitigating mountain torrent hazards. For areas with potential risks, such as scenic spots, farmhouses, and construction sites, local governments have been urged to take preemptive measures to evacuate residents from danger zones and ensure the safety of people and property.
The Ministry of Water Resourceshas dispatched a work team to the flood-affected areas of Ningxia. Currently, five work teams are assisting with flood control efforts in Shanxi, Inner Mongolia, Shaanxi, and Ningxia.
