自然资源治理加速“数治”转型:从数据到决策,科技赋能资源管理新格局
中新网长春8月24日电 (记者 郭佳) 中国自然资源学会自然资源信息系统专业委员会2024年学术年会于24日在长春召开,来自全国各地的260余位专家学者齐聚一堂,共同探讨利用先进信息技术推动自然资源现代化治理的成果和实践经验。
此次会议以“面向绿色发展的自然资源信息融合创新”为主题,发布了133个学术报告,涵盖了自然资源信息化与国土空间智能感知、资源环境大数据信息融合与应用、大数据时代的自然资源与生态治理信息平台等多个领域,充分展现了我国自然资源现代化治理正从“数字”加速向“数治”转型。
近年来,我国高度重视自然资源数字化治理,今年印发的《自然资源数字化治理能力提升总体方案》明确要求,要大幅提高自然资源管理和国土空间治理信息化水平和效能,并融入数字中国建设,全面助力美丽中国数字化治理体系建设。
从数据认知到决策优化,时空大数据赋能国土空间治理
南京大学地理与海洋科学学院党委书记李满春在题为“时空大数据与国土空间治理”的报告中指出,时空大数据技术在国土空间认知、管理和优化方面发挥着重要作用。空间信息感知、数字孪生模拟、应急响应监测等技术可以帮助我们更深入地了解国土空间现状,而土地用途管制、双碳战略支撑、陆海统筹空间优化、全球运输网络等技术则可以为国土空间管理提供更科学的决策依据。
李满春强调,时空大数据技术是数据资产向数据资本转化的有效模式,其无限潜能将在自然资源监测和信息化的顶层设计下得到更充分的发挥,为国土空间治理做出更大贡献。
地缘环境风险预警,科技助力国家战略实施
中国科学院地理科学与资源研究所副所长江东则从地缘环境系统模拟与风险预警的角度,探讨了自然资源研究的新方向。他指出,在总体国家安全观视域下,自然资源研究的内涵和区域必然要不断拓展,分析地缘环境要素的变化、预估地缘环境演变趋势并提出应对风险的措施,将是实施国家战略的重要科技保障。
江东认为,自然资源的风险评估已从过去关注数量和质量,发展到如今关注产业链安全。通过耦合时空信息和机器学习算法,可以更有效地探究地缘事件发生的机理,评估未来地缘冲突风险,为国家战略决策提供科学依据。
数字技术赋能资源管理,助力政府决策科学化
中国科学院东北地理与农业生态研究所副所长王宗明表示,科研工作者应该主动拥抱新技术、新方法,从“数字化”到“数治化”,实现数字化治理能力的整体跃升。数字技术在森林资源、耕地资源等方面的应用成果日渐成熟,其客观准确性正对政府决策产生着日益深远的影响。

Li Manchun, Secretary of the Party Committee of the School of Geography and Ocean Sciences at Nanjing University, in his report titled “Spatiotemporal Big Data and Spatial Governance,” pointed out that spatiotemporal big data technology plays a crucial role in spatial cognition, management, and optimization. Technologies like spatial information sensing,digital twin simulation, and emergency response monitoring help us gain a deeper understanding of the current state of spatial resources. Meanwhile, technologies like land use control, support for the dual carbon strategy, integrated land and sea spatial optimization, and global transportation networks provide more scientific decision-making support for spatial management.
Li Manchun emphasizedthat spatiotemporal big data technology is an effective model for transforming data assets into data capital. Its immense potential will be fully realized under the top-level design of natural resource monitoring and informatization, making greater contributions to spatial governance.
Geo-Environmental Risk Warning, Technology Assists National Strategy Implementation
Jiang Dong, Deputy Director of the Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences, explored new directions in natural resource research from the perspective of geo-environmental system simulation and risk warning. He pointed out that under the overall national security perspective, the connotation and scope of natural resource research must continuously expand. Analyzing changesin geo-environmental factors, forecasting geo-environmental evolution trends, and proposing measures to address risks will become crucial technological guarantees for implementing national strategies.
Jiang Dong believes that natural resource risk assessment has evolved from focusing on quantity and quality in the past to now encompassing industrial chain security. By coupling spatiotemporal information and machine learningalgorithms, we can more effectively explore the mechanisms behind geo-events, assess future geo-conflict risks, and provide scientific support for national strategic decision-making.
Digital Technology Empowers Resource Management, Facilitates Scientific Government Decision-Making
Wang Zongming, Deputy Director of the Northeast Institute of Geography and Agroecology, Chinese Academy of Sciences, stated that researchers should actively embrace new technologies and methods, transitioning from “digitalization” to “digital governance” to achieve an overall leap in digital governance capabilities. The application of digital technology in areas like forest resources and arable land resources is becoming increasingly mature, and its objective accuracy ishaving a growing and profound impact on government decision-making.
