法润彩云南 | 云南大理:打通法治乡村的“最后一公里”
中国青年网大理8月24日电 (见习记者 曹伟 记者 刘洪侠) 8月23日,记者跟随“法治光辉照边疆——2024年全国网络普法行·云南站”采访团,走进云南省大理白族自治州巍山彝族回族自治县永建镇小围埂村,感受法治乡村建设的生动实践。
小围埂村坐落于巍山县城郊,环境优美,民风淳朴。走进村庄,映入眼帘的是墙面上醒目的法律知识标语,配以秀美的水墨画,将法治元素融入乡村景观,营造浓厚的法治氛围。
村委会主任马克京,是村民口中的“法律明白人”,也是一名基层人民调解员。他多年来走遍村庄各个角落,以耐心细致的工作作风,化解基层矛盾纠纷1000多件,有效维护了全村的和谐稳定。马克京表示,作为“法律明白人”,要“看得懂法律、讲得出政策、用得通法规”。他积极参加各种理论学习和业务培训,不断提升法治业务水平,用实际行动践行法治精神。
近年来,小围埂村村委结合实际情况,通过村内小广播、微信群等多种形式宣传法律法规,定期整理归纳群众身边的典型案例,并在村文化礼堂开设普法课堂,用通俗易懂的语言进行讲解,让村民们听得懂、记得住、用得上。
为了让村民们近距离领略法治文化,感受法治精神,小围埂村还建设了法治书屋、法治道德讲堂、法治宣传栏等,逐步养成良好的法治意识。近年来,全村没有发生过刑事案件,无封建迷信活动,无赌博、打架斗殴等不良现象,文明乡风、良好家风、淳朴民风不断彰显。
小围埂村还致力于儿童权益保护,在村委建设了“儿童之家”,为孩子们提供游戏、娱乐、教育、卫生等服务,打造以社区为基础的儿童保护体系。马克京说:“每个孩子都是独立的个体,应该在爱与关怀中活出自己丰盛的生命,社区中的每个成人都有责任和义务参与到儿童保护的事业中来。”
小围埂村从2013年至今,对贫困学生进行资助,共资助学生500多名,累计发放资助金40多万元。2018年,该村被省州县评为文明村;2020年12月被云南省司法厅、云南省民政厅命名为云南省第四批民主法制示范村。
小围埂村的成功经验表明,法治乡村建设需要多方参与,需要政府、社会、村民共同努力。通过不断完善基层法治体系,加强法治宣传教育,提升村民法治意识,才能真正打通法治乡村的“最后一公里”,让法治精神深入人心,为乡村振兴提供坚强法治保障。

Dali, Yunnan, August 24 (China Youth Network) – On August 23, reporters from the “TheLight of Rule of Law Illuminates the Frontier – 2024 National Online Legal Publicity Campaign · Yunnan Station” interview team visited Xiaoweigeng Village in Yongjian Town, Weishan Yi and Hui Autonomous County, Dali Bai AutonomousPrefecture, Yunnan Province, to experience the vibrant practice of rural rule of law construction.
Xiaoweigeng Village is located in the suburbs of Weishan County, with a beautiful environment and simple folk customs. Upon entering the village, eye-catching legal knowledge slogans on the walls, paired with exquisite ink paintings, integrate legal elements into the rural landscape, creating a strong atmosphere of the rule of law.
Ma Kejing, the village committee director, is known as a “legal expert” among the villagers and is also a grassroots people’s mediator.Over the years, he has walked through every corner of the village, using his patient and meticulous work style to resolve over 1,000 grassroots disputes, effectively maintaining the harmony and stability of the entire village. Ma Kejing said that as a “legal expert,” he needs to “understand the law, explainpolicies, and apply regulations.” He actively participates in various theoretical studies and business training, continuously improving his legal expertise and using practical actions to embody the spirit of the rule of law.
In recent years, the Xiaoweigeng Village Committee has combined actual conditions to promote legal regulations through various forms such as village radio broadcastsand WeChat groups. They regularly summarize typical cases from the community and hold legal education classes in the village cultural hall, explaining them in simple and easy-to-understand language, ensuring that villagers understand, remember, and can apply them.
To enable villagers to experience legal culture and the spirit of the rule of law firsthand, Xiaoweigeng Village has also built a legal reading room, a legal ethics lecture hall, and legal publicity boards, gradually fostering a good sense of the rule of law. In recent years, there have been no criminal cases, no superstitious activities, no gambling, fighting, or other bad phenomena in the entire village. Civilized village customs, good family traditions, and simple folk customs continue to be highlighted.
Xiaoweigeng Village is also committed to protecting children’s rights and has built a “Children’s Home” in the village committee to provide children with games, entertainment, education, and health services, creating acommunity-based child protection system. Ma Kejing said: “Every child is an independent individual and should live out their abundant life in love and care. Every adult in the community has the responsibility and obligation to participate in the cause of child protection.”
From 2013 to the present, Xiaoweigeng Village has provided financial assistance to impoverished students, supporting over 500 students with a total of over 400,000 yuan in funding. In 2018, the village was recognized as a civilized village by the province, prefecture, and county; in December 2020, it was designated as the fourth batch of democratic legal system demonstration villages in Yunnan Province by the Yunnan Provincial Department of Justice and the Yunnan Provincial Department of Civil Affairs.
The successful experience of Xiaoweigeng Village shows that rural rule of law construction requires the participation of multiple parties, and the joint efforts ofthe government, society, and villagers. By continuously improving the grassroots legal system, strengthening legal publicity and education, and enhancing villagers’ awareness of the rule of law, we can truly connect the “last mile” of rural rule of law, allowing the spirit of the rule of law to take root in people’s heartsand provide strong legal guarantees for rural revitalization.
