##中央公开通报3起整治形式主义为基层减负典型问题，强调持续增强抓减负的内生动力
日前，中央层面整治形式主义为基层减负专项工作机制办公室会同中央纪委办公厅对3起整治形式主义为基层减负典型问题进行公开通报。这三起典型问题分别来自吉林省长春市教育局、江苏省镇江市扬中市以及国家管网集团，暴露出部分地区和单位在整治形式主义、为基层减负方面存在的问题，值得各地区各部门认真学习借鉴，举一反三。
**一、长春市教育局违规开展创建示范活动，南关区教育局长期借调教师，给基层学校增加负担。** 长春市教育局在不具备创建示范活动开展权限的情况下，开展“依法治校示范校”创建工作，并将上级单位“两年一创建”的频次加码为“一年一创建”，将上级单位下发的98项评价指标层层分解为179项打分标准，导致有的申报学校准备了约1000项评审材料，给基层学校增加负担。同时，长春市南关区教育局长期从中小学校抽调借用教师，借调教师占全局工作人员比重曾高达60%以上，有的借调时间超过20年，严重影响了学校正常教学秩序。
**二、扬中市绕道社会组织或国有企业规避审批，摊派费用举办河豚节，造成严重浪费。** 扬中市未履行报批程序，以扬中市河豚协会或国有企业名义举办7届河豚节，实际由政府主导，活动方案经市委、市政府会议研究确定，相关党政机关参与主办或协办，共支出费用8400余万元。其中以“社会团体会费”、“广告宣传费”等名义向所属机关事业单位、乡镇(街道)、村(社区)、国有企业等摊派4200余万元，向民营企业、商业银行等单位及个人拉赞助740余万元，承办河豚节的国有企业垫资3400余万元。7届河豚节共举办6场文艺活动，费用主要为摊派或变相摊派的资金，造成严重浪费。
**三、国家管网集团办公室对各部门各单位召开会议缺乏统筹，导致开会多陪会多，干部职工反映比较强烈。** 据统计，2022年，国家管网集团总部(含部门单位)要求下属企业参加的会议800余次，平均每个工作日超过3次，2023年某下属公司参加集团及各部门各单位会议280余次，平均每个工作日都有会议。会议多陪会多挤占大量工作时间，国家管网集团干部职工对此反映比较强烈。
针对以上典型问题，中央要求各地区各部门认真学习贯彻党的二十届三中全会精神，学习贯彻党中央决策部署和习近平总书记有关重要指示批示要求，从党和国家事业全局高度，深刻认识整治形式主义为基层减负的重大政治意义，充分认识为基层减负是一项厚植党的执政基础的政治任务，持续增强抓减负的内生动力。要加大通报典型问题的整改整治力度，举一反三，坚决杜绝形式主义官僚主义，切实为基层减负，为基层干部群众创造良好的工作生活环境。

These threetypical cases, originating from the Changchun Municipal Education Bureau in Jilin Province, Yangzhong City in Zhenjiang City, Jiangsu Province, and the State Grid Corporation, expose problems in some regions and units in terms of rectifying formalism and reducingburden on the grassroots level, which deserve serious study and reference by all regions and departments to learn from and avoid similar mistakes.
**1. Changchun Municipal Education Bureau Violates Regulations in Launching Demonstration Activities, Nanquan District Education Bureau Long-Termly Detaches Teachers, Increasing Burden on Grassroots Schools.**
The Changchun Municipal Education Bureau, despite lacking the authority to launch demonstration activities, initiated the “Rule of Law in School Demonstration School” creation project. They also increased the frequency of “creation every two years” required by higher authorities to “creationevery year,” and further decomposed the 98 evaluation indicators issued by higher authorities into 179 scoring standards, resulting in some participating schools preparing approximately 1,000 review materials, increasing the burden on grassroots schools. Meanwhile, the Nanquan District Education Bureau in Changchun City has been detaching teachersfrom primary and secondary schools for a long time, with detached teachers accounting for over 60% of the total staff. Some teachers have been detached for over 20 years, severely affecting the normal teaching order of schools.
**2. Yangzhong City Circumvents Approval Through Social Organizations or State-Owned Enterprises, Levying Fees for Hosting Pufferfish Festival, Causing Severe Waste.**
Yangzhong City, without going through the approval process, hosted seven Pufferfish Festivals under the name of the Yangzhong Pufferfish Association or state-owned enterprises. In reality, the government was the main organizer, with the activityplan determined by the municipal party committee and government meetings, and relevant party and government organs participating in hosting or co-hosting. The total expenditure amounted to over 84 million yuan. Among them, over 42 million yuan was levied from affiliated government agencies, townships (streets), villages (communities), state-ownedenterprises, etc., under the guise of “social group membership fees” and “advertising fees.” An additional 740 million yuan was raised from private enterprises, commercial banks, and individuals, and the state-owned enterprise hosting the Pufferfish Festival advanced 3400 million yuan. Statistics show that in 2022, the State Grid Corporation headquarters (including departmental units) required its subsidiaries to attend over 800 meetings, averaging over three meetings per workday. In 2023, one subsidiary attended over 280 meetings held bythe group and its various departments and units, averaging one meeting per workday. The excessive meetings and accompanying attendance have occupied a significant amount of work time, causing strong dissatisfaction among cadres and staff of the State Grid Corporation.
In response to these typical problems, the central authorities require all regions and departments to earnestly study and implementthe spirit of the Third Plenary Session of the 20th CPC Central Committee, study and implement the decisions and deployments of the CPC Central Committee, and the important instructions and directives of General Secretary Xi Jinping.
