##广西加快建设中国—东盟产业合作区 促跨境产业链合作
广西壮族自治区作为中国面向东盟开放合作的前沿和窗口，正积极加快建设中国—东盟产业合作区，打造跨境跨区域产业链供应链，推动与东盟国家产业合作向纵深发展。
据悉，目前中国—东盟产业合作区在建项目已达1221个，今年前7个月完成投资701亿元人民币。广西官方近日在南宁市举行全区产业园区建设现场推进会，会上透露，今年1月至7月，广西园区运行持续向好，主要指标实现较快增长，全区产业园区规模以上工业总产值、工业投资分别完成1.21万亿元、1455亿元，同比增长10%、6%。
广西是中国唯一与东盟陆海相邻的省区，是“一带一路”有机衔接的重要门户。中国—东盟产业合作区包括南宁、北海、防城港、钦州、玉林等七个片区，陆海通道区位优势明显，多个片区实现与东盟国家交通无缝对接。
近年来，广西积极利用自身优势，吸引众多企业入驻合作区，推动跨境产业链合作不断深化。例如，总投资约58亿元的中国—东盟数字经济产业园已有60家企业签约入园；总投资约245亿元的广西防城港海上风电示范项目，累计发电量超1.6亿千瓦时；数字广西集团依托凭祥沿边产业园以及与越南“2小时经济圈”的距离优势，探索开展中国—东盟电子产品供应链综合服务平台项目，打造中国电子产品便捷出口通道。
南宁市市长侯刚表示，南宁加快推进国际科技产业城等项目建设，加快推进中国—东盟跨境产业融合发展合作区建设，南宁(深圳)东盟产业合作区建设取得实质性进展。目前，南宁新兴产业不断集聚，以比亚迪为龙头，正负极材料、铝铜箔、电芯制造等电池全产业链初具规模，南宁成为中国新能源产业重要的集聚区。
上海华谊控股集团有限公司总裁钱志刚表示，广西拥有良好的区位、政策和资源优势，华谊集团于2017年选择在广西钦州建设化工新材料一体化基地。项目规划总投资超900亿元，涵盖煤化工、轻烃裂解、盐化工、石油化工下游四大产业链。目前，一期、二期项目均已顺利投产，形成了较强的产业集群效应。预计项目全面建成投产后产值将突破1000亿元。

## Guangxi Accelerates Construction of China-ASEAN Industrial Cooperation Zone, Promotes Cross-border Industrial Chain Cooperation
Guangxi Zhuang AutonomousRegion, as the forefront and window of China’s opening-up and cooperation with ASEAN, is actively accelerating the construction of the China-ASEAN Industrial CooperationZone, building cross-border and cross-regional industrial chains and supply chains, and promoting in-depth industrial cooperation with ASEAN countries.
According to reports, there are currently 1,221 projects under construction in the China-ASEAN Industrial Cooperation Zone, with an investment of 70.1 billion yuan completed in the first seven months of this year. Recently, the Guangxi government held a meeting in Nanning to promote the construction of industrial parks across theregion. The meeting revealed that from January to July this year, the operation of Guangxi’s industrial parks continued to improve, with key indicators achieving rapid growth. The total industrial output value and industrial investment of industrial parks above designated size in the region reached 1.21 trillion yuan and 145.5 billion yuan respectively, representing year-on-year increases of 10% and 6%.
Guangxi is the only province in China that borders ASEAN both by land and sea, and is an important gateway for the seamless connection of the Belt and Road Initiative. The China-ASEAN Industrial Cooperation Zone includesseven zones, namely Nanning, Beihai, Fangchenggang, Qinzhou, Yulin, etc., with obvious advantages in land and sea channel location, and several zones have achieved seamless connection with ASEAN countries in transportation.
In recent years, Guangxi has actively leveraged its advantages to attract numerous enterprises to settle inthe cooperation zone, promoting continuous deepening of cross-border industrial chain cooperation. For example, the China-ASEAN Digital Economy Industrial Park, with a total investment of approximately 5.8 billion yuan, has signed agreements with 60 enterprises to enter the park; the Guangxi Fangchenggang Offshore Wind Power DemonstrationProject, with a total investment of approximately 24.5 billion yuan, has generated over 160 million kilowatt-hours of electricity; Digital Guangxi Group, relying on the Pingxiang border industrial park and its proximity to the “2-hour economic circle” with Vietnam, is exploring the development of acomprehensive service platform for China-ASEAN electronic product supply chains, creating a convenient export channel for Chinese electronic products.
Hou Gang, Mayor of Nanning, stated that Nanning is accelerating the construction of projects such as the International Science and Technology Industrial City, speeding up the construction of the China-ASEAN Cross-border Industrial Integration and Development Cooperation Zone, and achieving substantial progress in the construction of the Nanning (Shenzhen) ASEAN Industrial Cooperation Zone. Currently, Nanning’s emerging industries are continuously gathering, with BYD as the leading company, and the full battery industry chain, including positive and negative electrode materials, aluminum-copper foil, and battery cell manufacturing, is taking shape, making Nanning an important gathering area for China’s new energy industry.
Qian Zhigang, President of Shanghai Huayi Holdings Group Co., Ltd., said that Guangxi has good location, policy, and resource advantages. In 2017, Huayi Group chose to build a chemical new material integrated base in Qinzhou, Guangxi. The project has a total planned investment of over 900 billion yuan, covering four industrial chains: coal chemical industry, light hydrocarbon cracking, salt chemical industry, and downstream petrochemical industry. Currently, both the firstand second phases of the project have been successfully put into operation, forming a strong industrial cluster effect. It is expected that the project will achieve an output value of over 100 billion yuan after it is fully completed and put into operation.
Guangxi’s accelerated construction of the China-ASEAN Industrial CooperationZone will further promote the deep integration of industrial chains between China and ASEAN countries, drive the development of regional economic integration, and contribute to building a closer China-ASEAN community with a shared future.
