数据显示,今年1-7月份,全国受理安全生产举报件同比增长超过五成,但其中来自企业员工的举报占比却很低。这表明企业员工举报本企业问题的意愿不强。李豪文认为,内部报告能够快速发现问题并立即处理,而外部举报则需要经过外部流程,处理速度较慢。

为了解决企业“不愿”报告、员工顾虑多等问题,该意见提出了三项措施:一是通过奖励机制激发员工的积极性;二是解决员工因举报可能遭受的不公待遇的顾虑;三是确保内部报告能够快速有效处理问题。

应急管理部表示,通过建立完善内部报告奖励机制,不仅可以提升企业的安全生产水平,还可以减少外部举报带来的额外行政成本,实现企业内部问题的内部解决,从而保障企业的安全和员工的权益。

The aim of this Opinion is to encourage employees within production and business units to actively report potential safety hazards to prevent them from turning into accidents.

At the meeting, Li Hao-wen, the Director of the Investigation and Statistics Department of the Ministry of Emergency Management, stressed that promoting the establishment and improvement of an internal reporting and reward mechanism is an important measure to enhance the level of safety production. He pointed out that while internal reporting and external reporting differ by only one character, the differences are significant. Internal reporting is conducted openly and transparently within the enterprise, whereas external reporting is typically done in secrecy. Internal reporting involves employees actively discovering and reporting issues, whereas external reporting often involves being passively monitored.

Data showed that from January to July of this year, the number of safety production complaints received nationwide increased by over 50% year-on-year, yet the proportion of complaints from enterprise employees was very low. This indicates that employees are not very willing to report issues within their own enterprises. Li Hao-wen believes that internal reporting can quickly identify and address problems, whereas external reporting requires going through external procedures, which is slower.

To address the issues of employees not wanting to report and having many concerns, the Opinion proposed three measures: first, to stimulate employees’ enthusiasm through a reward mechanism; second, to address concerns that employees may suffer unfair treatment for reporting; and third, to ensure that internal reports can quickly and effectively address issues.

The Ministry of Emergency Management stated that by establishing and improving an internal reporting and reward mechanism, not only can it enhance the level of safety production within enterprises, but it can also reduce the additional administrative costs associated with external reporting, achieve the internal resolution of enterprise issues, and thus ensure the safety of enterprises and the rights and interests of employees.
