Title: National Flood Control Office, Ministry of Emergency Management Continues to Hold Joint Consultation and Dispatch Guidance for Flood Control Work in Northeastern and North China

On August 3, the National Flood Control Office and the Ministry of Emergency Management organized a joint consultation involving meteorological, water conservancy, and natural resources departments, conducting a video dispatch to key provinces such as Liaoning, Jilin, Heilongjiang, Inner Mongolia, and Hunan to jointly assess the development trend of the rain and flood situation, and to study and deploy flood control work in key areas. The consultation pointed out that the latest rainfall process in Northeast and North China overlaps significantly with the previous areas affected, making it prone to flooding and geological disasters. The task of patrolling and defending embankments above the flood level in the Liaohe River and the Jilin section of the Songhua River is particularly heavy, and the flood control situation remains severe.

According to meteorological predictions, from August 3 to 6, heavy rainfall will occur successively in eastern Inner Mongolia, North China, eastern Huang-Huai-Hai Plain, and Northeast China. The consultation stressed the need for local flood control commands to fully play their role in coordination and overall leadership, tighten the responsibility for flood control in various industries, strengthen monitoring, forecasting, and early warning, and implement relevant control measures. It emphasized the need to strengthen the inspection and defense of flood control structures at high water levels to ensure timely identification of risks and efficient handling of emergencies. Efforts should be made to fully manage the evacuation of personnel and safety management, and to decisively and comprehensively evacuate threatened populations. The need for enhanced flood control science and education to strengthen public awareness of disaster prevention and mitigation and self-rescue and mutual aid capabilities was also emphasized.

The National Flood Control Office maintained a Level III emergency response for flood control in Liaoning and Jilin, a Level IV response for Heilongjiang and Inner Mongolia, and the National Committee for Disaster Prevention and Relief maintained a National Level II emergency response for disaster relief in Hunan, a Level III response for Henan and Sichuan, and a Level IV response for Jilin, Fujian, and Shaanxi. The National Flood Control Office and the Ministry of Emergency Management dispatched the Wing Loong UAV and fixed-wing command aircraft to continue executing emergency communication support and disaster reconnaissance tasks in Hunan and Liaoning. Professional technical personnel with intelligent equipment were sent to assist Liaoning and Jilin in patrolling dams and inspecting flood conditions. Work teams were dispatched to continue assisting and guiding flood control, anti-flood, and disaster relief work in Liaoning, Jilin, and Hunan.

At the request of the Liaoning Flood Control Command, the National Flood Control Office and the National Bureau of Grain and Material Reserves urgently dispatched central emergency disaster relief materials to support flood control efforts in Liaoning.

This consultation and dispatch demonstrate the Chinese government’s attention to flood control work and the timeliness of its response measures. Over the next few days, relevant departments will continue to closely monitor the rain and flood situation to ensure the safety of the people’s lives and property, and to minimize disaster losses.
