The U.S. Federal Aviation Administration released a report on February 26 pointing out that Boeing’s safety culture improvement measures introduced after two 737 MAX aircraft crashes did not meet expected goals, and safety loopholes remain. The report said that while Boeing has taken some steps to change its safety culture, the improvement work overall was “not fast and extensive enough”. For example, Boeing did not promptly address inherent cultural issues within the engineering department, nor fully assess risks with the flight control system during the design and testing phases. The report recommended that Boeing accelerate its pace of improvement under regulatory supervision to steadily advance safety culture building.

Boeing responded positively to the report. The company said it would adopt all recommendations and work proactively with regulators to strengthen safety measures. However, industry experts pointed out that given the deep-rooted problems with Boeing’s safety culture, a thorough transformation would still require long-term efforts.
