In response to the growing need for rescue operations in challenging environments such as complex confined spaces, steep canyons, and swift-flowing waters, the Ministry of Emergency Management and the Ministry of Industry and Information Technology of China have jointly issued guidelines to accelerate the development of emergency robots. The policy emphasizes enhancing the robots’ capabilities in environmental adaptation, multi-source information integration, intelligent task planning, and autonomous reconnaissance and search techniques. These capabilities are particularly crucial in conditions without communication signals, high concentrations of smoke and dust, complex terrains, and murky water with fast currents. The guidelines also highlight the breakthrough of key technologies in the cooperative operation of drone and robot equipment clusters, as well as human-robot cooperative operations.
