The Russia-North Korea Comprehensive Strategic Partnership Treaty: A New Chapter in Geopolitics
On October 14th, Russian President Vladimir Putin submitted a draft law to theState Duma seeking approval for the Russia-North Korea Comprehensive Strategic Partnership Treaty. This treaty, a culmination of months of high-level discussions between Putin and North Korean leader KimJong-un, marks a significant shift in the geopolitical landscape of Northeast Asia.
The treaty, signed in June 2024 following Putin’s visitto North Korea, comprises two key components: conventional and unconventional provisions. The conventional aspects mirror typical international agreements, emphasizing cooperation on the international stage, promoting a multipolar world order, and strengthening collaboration in areas like food security, energy, information technology,trade, investment, and scientific development. This section reflects North Korea’s need for resources like food and energy, which Russia can readily provide.
Beyond the conventional aspects, the treaty’s true significance lies in its unconventional clauses.Article 4 stipulates that if one party is attacked by a foreign power or powers and enters a state of war, the other party will immediately provide military and other assistance using all available means. This provision, based on Article 51 of the UN Charter and the relevant laws of both countries, effectively establishes a mutual defensepact.
Article 8 further strengthens this alliance by outlining the establishment of a joint action mechanism to enhance defense capabilities, prevent war, and ensure regional and international peace and security. These clauses effectively solidify a military alliance between Russia and North Korea, mirroring the existing US-South Korea and US-Japan alliances.
The treaty’s implications for the Eurasian region are profound. With the ongoing war in Ukraine, the treaty obligates North Korea to provide military support to Russia. While the exact nature of this support remains unclear, the possibility of North Korean troops being deployed cannot be ruled out. However, in the short term, direct troop deployment is unlikelygiven Russia’s current capacity to manage the Ukrainian conflict.
Furthermore, the treaty’s impact on the Korean Peninsula is equally significant. It provides North Korea with a powerful ally, potentially deterring any US-led military action. However, it also raises concerns about increased tensions and the possibility of a regional arms race.
