Russia’s Military Budget Soars: 2025 Spending to Reach$145 Billion Amidst Ukraine Conflict

Moscow, October 2, 2024 – Russia’s military spending is set to skyrocket in 2025, with the government proposing a budget of13.5 trillion rubles (approximately $145 billion), a significant increase compared to the previous year. This dramatic rise, representing nearly a30% jump from 2024’s 10.4 trillion rubles ($111.9 billion), underscores the Kremlin’s commitment to bolstering its military capabilities amidst the ongoing conflict in Ukraine.

Theproposed budget, submitted to the State Duma, outlines a gradual increase in defense spending over the next three years. In 2026, the allocation is expected to be 1.742 trillion rubles, followed by 1.794 trillion rubles in 2027. This substantial investment will be directed towards maintaining the operational readiness of the Russian armed forces, national security agencies, law enforcement bodies, and military units.

The proposed 2025 defense budget accounts for approximately 6.3% of Russia’sGDP, highlighting the significant financial commitment to military preparedness. This escalation in spending comes as no surprise, given the ongoing conflict in Ukraine, which has spurred an arms race in the region.

Ukraine, facing a protracted war, is also planning to dedicate over 60% of its national budget to defense and security inthe coming year. However, with a projected budget of $54 billion, Ukraine’s defense spending pales in comparison to Russia’s. The Ukrainian government heavily relies on Western aid to sustain its military efforts.

While Russia’s defense budget is expected to decline in 2026, according tothe draft budget, the final figures remain subject to change. The budget proposal will undergo three readings in the State Duma before being submitted to the Federation Council, Russia’s upper house of parliament, for final approval.

The significant increase in Russia’s military budget raises concerns about the potential for further escalation in the conflictwith Ukraine. It also highlights the growing global arms race, as countries around the world prioritize military modernization and preparedness.
