China Expands Domestic Duty-Free Shopping, Encourages Sales of Trendy National Goods
BEIJING, Aug. 28 (Xinhua) – China is further refining its domestic duty-free shop policy, aiming to promote the healthy development of the industry and encourage sales of trendynational goods.
The Ministry of Finance, Ministry of Commerce, Ministry of Culture and Tourism, General Administration of Customs, and State Taxation Administration jointly issued aNotice on Improving the Policy of Domestic Duty-Free Shops (hereinafter referred to as the Notice) on August 28th. The notice clarifies that, starting from October 1, 2024, the managementof domestic duty-free shops will be regulated in accordance with the Interim Measures for the Administration of Domestic Duty-Free Shops (hereinafter referred to as the Measures).
According to the Notice, the existing six domestic duty-free shops in Beijing, Shanghai, Qingdao, Dalian, Xiamen, and Sanya will be subject to the Measures from the date of its implementation. The 13 existing foreign exchange commodity duty-free shops in Beijing, Shanghai, and Harbin will be transformed into domestic duty-free shops withinthree months of the Notice coming into effect. They will begin operations after passing customs inspection.
Furthermore, one domestic duty-free shop will be established in each of the eight cities of Guangzhou, Chengdu, Shenzhen, Tianjin, Wuhan, Xi’an, Changsha, and Fuzhou.
TheMeasures specify that the sales targets of domestic duty-free shops are travelers with valid entry and exit documents who are about to depart by air or international cruise within 60 days (inclusive). Travelers must purchase duty-free goods at domestic duty-free shops located in the city where the departure port is situated andcollect their purchases at the duty-free goods collection point established in the departure quarantine area at the port. The purchased goods must be carried out of the country at once.
Domestic duty-free shops primarily sell easily portable consumer goods. The Notice encourages the sale of trendy national goods, including products withindependent brands and those that help promote Chinese excellent traditional culture.
This move signifies China’s commitment to boosting domestic consumption and promoting the development of national brands. By encouraging the sale of trendy national goods, the government aims to enhance the competitiveness of Chinese products in the international market and cultivate a sense of national prideamong consumers.
The expansion of domestic duty-free shops is expected to further stimulate tourism and consumption in China. It will provide travelers with more convenient access to duty-free goods and offer a wider selection of products, including those that showcase China’s rich cultural heritage.
The implementation of the Notice andthe Measures marks a significant step towards the modernization and globalization of China’s duty-free industry. It is anticipated that the new policies will contribute to the healthy and sustainable development of the domestic duty-free market, fostering a more vibrant and competitive retail landscape in China.
