China Steps Up International Cooperation to Crack Down on Cross-Border Crime, Including TelecomFraud
Beijing, August 27, 2024– The Chinese Ministry of Public Security (MPS) has intensified its efforts to combat cross-border crime, particularly telecom fraud, through enhanced cooperation with foreign law enforcementagencies. This was revealed at a press conference held by the State Council Information Office on Tuesday, focusing on the theme of Promoting High-Quality Development.
Qi Yanjun, Vice Minister of Public Security in charge of daily work, highlighted the MPS’s collaboration with Myanmar police in cracking down on telecom fraud activities originating in Myanmar’s northern region. This collaboration has resulted in the arrest of over50,000 suspects and the repatriation of 10 key fraud ringleaders, including Bai Suocheng, from Myanmar.
In recent years, the MPS has strengthened cooperation with Myanmar police to combat telecom fraudactivities in northern Myanmar, said Qi. Through effective law enforcement cooperation, Myanmar police have extradited 10 major fraud ringleaders, including Bai Suocheng, in a single operation. To date, we have arrested over 50,000 suspects involved in telecom fraud in northern Myanmar.
The MPS has also launched joint operations to combat crime in the Golden Triangle region, collaborating with law enforcement agencies in Laos, Cambodia, Thailand, and other countries to crack down on cross-border criminal activities. These efforts target a wide range of offenses, including online gambling, telecom fraud, kidnapping, murder, andorganized crime.
Qi emphasized the MPS’s commitment to global security initiatives and its dedication to building stronger partnerships with foreign law enforcement agencies. We have established a series of cooperation mechanisms with foreign law enforcement agencies and have conducted a series of joint operations to combat cross-border crime, he said. We are committedto protecting China’s overseas interests and resolutely safeguarding our national sovereignty, security, and development interests.
The MPS has also actively participated in global public security governance, sharing its experience in building a rule of law China and a safe China.
Looking ahead, Qi outlined four key areas of focus for theMPS in combating cross-border crime:
- Strengthening Cooperation: The MPS will strive to establish closer and more practical bilateral law enforcement cooperation with foreign agencies. This includes signing law enforcement cooperation agreements, establishing hotlines, and setting up regular meetings to lay a solid foundation for combating cross-border crime and protecting China’s overseas interests. The MPS will also actively participate in global public security governance through organizations like the United Nations, Interpol, the Shanghai Cooperation Organization, and regional multilateral law enforcement cooperation organizations.
- Intensifying Crackdowns: The MPS will prioritize cracking down on cross-border crimes that are particularly harmful to thepublic, such as online gambling, telecom fraud, and violent crimes committed abroad against Chinese citizens. This will involve enhanced collaboration with foreign law enforcement agencies in areas like case investigation, evidence exchange, and the arrest and extradition of suspects. The MPS will also leverage the resources of Interpol to maintain a high-pressure crackdown on alltypes of cross-border crimes targeting Chinese interests.
- Strengthening Protection: The MPS will work closely with foreign law enforcement agencies to strengthen the protection of Chinese institutions, personnel, and interests abroad. This includes conducting regular joint patrols with law enforcement agencies in European countries where Chinese tourists are concentrated. The MPS will alsocollaborate with relevant departments to enhance security training and risk assessment for Chinese businesses overseas, raising their awareness of risks and improving their ability to respond to threats.
- Active Participation in UN Peacekeeping Operations: Since the 19th National Congress of the Communist Party of China, the MPS has deployed peacekeeping police to sevenUN mission areas and UN headquarters. Chinese peacekeeping police have faithfully performed their duties, strictly adhering to UN mandates, regulations, and local laws. Their contributions to restoring peace and stability in mission areas have been widely recognized.
The MPS’s commitment to combating cross-border crime through international cooperation reflects China’s growing rolein global security governance. These efforts are crucial to protecting Chinese citizens and interests abroad and ensuring a safe and stable environment for China’s continued development.
