China’s East Data, West Computing Initiative Takes a Major StepForward with the Launch of the Yangtze River Delta Hub’s 1+4 Computing Platform
Suzhou, China, August 27, 2024 – The Yangtze River Delta Hub, one ofthe eight major computing hubs in China’s East Data, West Computing initiative, has taken a significant step forward with the official launch of its 1+4 computing platform. The platform, which aims to connect and integrate computing resources across the region, was activated on August 23rd in Wujiang District, Suzhou City, Jiangsu Province.
The launch ceremony was attended byrepresentatives from various government agencies, including the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone Executive Committee, the Shanghai Municipal Communications Administration, and local authorities from Qingpu, Wujiang, and Jiashan. Key industry players like the ChinaAcademy of Information and Communications Technology (CAICT), the Shanghai Internet Exchange Center, the Demonstration Zone Developer Alliance, the Demonstration Zone Financial Integration Alliance, the National (Shanghai) New Internet Exchange Center, Suzhou Computing Technology Co., Ltd., Wuhu Big Data Construction Investment and Operation Co., Ltd., and Alibaba Cloud Intelligence Groupwere also present.
The 1+4 platform comprises a central 1 and four regional 4 components:

1: The Yangtze River Delta (Shanghai) Computing Interconnection Platform: This platform, built and operated by the Shanghai Internet Exchange Center under the guidance of the Ministry ofIndustry and Information Technology (MIIT) and with the support of the Shanghai Municipal Communications Administration, serves as the backbone of the hub’s computing network. It is designed to provide both supervisory management and industrial service capabilities, connecting upwards with the national computing internet public service platform.

4: The Shanghai ComputingTrading Platform, the Suzhou Public Computing Service Platform, the Alibaba Cloud Yangtze River Delta Intelligent Computing (Jiashan) Computing Base, and the Yangtze River Delta Hub Wuhu Cluster Public Computing Service Platform: These four regional platforms will be integrated into the Yangtze River Delta (Shanghai) Computing Interconnection Platform,forming a cross-regional, cross-entity, cross-architecture integrated computing network in the Yangtze River Delta region. This network will facilitate the interconnection and interoperability of computing resources, ensuring efficient matching of supply and demand and enabling intelligent data scheduling for applications.
The East Data, West Computing initiative, launched in February 2022, aims to optimize data center construction layout and promote coordinated development between eastern and western China. The initiative involves the construction of eight national computing hub nodes in key regions, including the Yangtze River Delta, Beijing-Tianjin-Hebei, the Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing, Inner Mongolia, Guizhou, Gansu, and Ningxia. These hubs are supported by ten national data center clusters.
The Yangtze River Delta Hub, with its two data center clusters located in the Yangtze River Delta Integrated Demonstration Zone and Wuhu, will caterto the real-time computing needs of major cities in the region. The launch of the 1+4 platform marks a significant step towards realizing the initiative’s vision of building a unified, interconnected computing network that can effectively allocate and manage computing resources across the country.
By 2025, theinitiative aims to ensure that national hub node regions account for over 60% of the country’s newly added computing power. Additionally, the initiative targets a green electricity usage rate of over 80% for newly built data centers in national hub node regions. The East Data, West Computing initiative is expectedto play a crucial role in driving China’s digital economy and achieving its sustainable development goals.
