重庆高温致电网负荷创历史新高，电力部门多措并举保供电
中新网重庆8月24日电 (周毅 游绍斌 秦晓东) 近段时间，重庆高温天气持续，电网负荷持续攀升，23日，重庆电网统调最大负荷达2816万千瓦，创下历史新高。为确保电网安全稳定运行，国网重庆市电力公司提前应对，采取了一系列措施，全力保障重庆电网安全运行和全市电力可靠供应。
高温天气给重庆电网带来了严峻考验，市民用电负荷持续攀升，对电力供应提出了更高的要求。国网重庆市电力公司高度重视，提前部署，实施全市统筹调度，优化电网运行方式，加大外购电力力度，加强线路设备运维，做好应急值守，全力保障电力安全稳定供应。
在优化电网架构、提升供电能力方面，国网重庆市电力公司提前准备，在度夏用电高峰来临前，投运78项度夏工程，新建输电线路323公里、变电站4座，新增变电容量168万千伏安，进一步优化改善网架结构，解决了重庆电网局部供电能力不足的问题。
加强线路设备运维方面，该公司制定并落实特高压输电线路、“城市生命线”等重要及重载设备“一站一案”“一线一策”差异化运维措施。协同各区县政府完善线长、段长、塔长“三长制”责任体系，开展联合巡视、宣传和执法。应用“无人机+视频+人工”等方式开展重要输电线路、密集通道巡检，及时发现并消除设备缺陷隐患。
同时，国网重庆市电力公司还制定负荷管理梯级策略，持续两年面向全社会宣传“文明用电、科学节能”，助力重庆市政府在商业、交通等五大领域实施节电行动，推动社会各界共同科学用电、错峰用电。
目前，国网重庆市电力公司已完成森林草原输配电线路火灾、防汛及保民生用电、高层建筑火灾等3362项重点隐患治理，恢复62座重要变电站有人值守，组织高压输电通道网格化蹲守1780处，设置357个应急抢修站点，安排7000余名一线运检人员在岗值守，构建移动发电能力2.4万千瓦，提升应急能力。
下一步，国网重庆市电力公司将从源网荷三方面发力，在电源侧深挖供应潜力、电网侧强化设备设施运维、负荷侧加强负荷管理措施执行等方面，多措并举，全力应对高温天气，确保圆满完成电力保供任务。

Chongqing, August 24 (Xinhua) – In recent times, Chongqing has been experiencing persistent high temperatures, leading to a continuous surgein power grid load. On August 23, the maximum load on the Chongqing power grid reached 28.16 million kilowatts,setting a new historical record. To ensure the safe and stable operation of the power grid, State Grid Chongqing Electric Power Company took proactive measures and implemented a series of strategies to guarantee the safety of the Chongqing power grid and reliable power supplyfor the entire city.
The scorching weather has posed a severe challenge to the Chongqing power grid. With the continuous increase in citizens’ electricity usage, the demand for power supply has become more demanding. State Grid Chongqing Electric Power Companyattaches great importance to this issue, deploying early preparations and implementing city-wide unified dispatching. They have optimized the operation mode of the power grid, increased the purchase of electricity from external sources, strengthened maintenance of power lines and equipment, and established emergency duty teams to ensure the safe and stable supply of electricity.
Interms of optimizing the power grid structure and enhancing power supply capacity, State Grid Chongqing Electric Power Company has prepared in advance. Before the peak summer electricity consumption season arrived, they put into operation 78 summer projects, constructed 323 kilometers of new transmission lines, built 4 new substations, and added1.68 million kVA of substation capacity. This further optimized the network structure and addressed the issue of insufficient power supply capacity in certain areas of the Chongqing power grid.
Regarding the strengthening of line equipment maintenance, the company has formulated and implemented differentiated maintenance measures for ultra-high voltage transmission lines, “urban lifelines,” and other important and heavily loaded equipment, adopting a “one station, one plan” and “one line, one strategy” approach. They have collaborated with district and county governments to improve the “three-level responsibility system” of line leaders, section leaders, and tower leaders, conducting joint inspections,publicity, and law enforcement. They have also employed “drones + video + human” methods to conduct inspections of important transmission lines and densely populated corridors, promptly identifying and eliminating potential equipment defects and hazards.
Meanwhile, State Grid Chongqing Electric Power Company has formulated a tiered load management strategy. For two consecutive years,they have promoted “civilized electricity use and scientific energy conservation” to the entire society, supporting the Chongqing municipal government’s implementation of energy-saving actions in five major areas, including commerce and transportation, encouraging all sectors of society to use electricity scientifically and adopt peak-shifting measures.
Currently, State Grid Chongqing Electric Power Company has completed the remediation of 3,362 key hidden dangers, including forest and grassland transmission and distribution line fires, flood prevention and protection of people’s livelihood electricity, and high-rise building fires. They have restored manned duty at 62 important substations, organized grid-basedpatrols of high-voltage transmission corridors in 1,780 locations, set up 357 emergency repair stations, and deployed over 7,000 frontline operation and maintenance personnel on duty. They have also built a mobile power generation capacity of 24,000 kilowatts,enhancing emergency response capabilities.
