半年“跨”出1.22万亿元!我国跨境电商这样跑出“加速度”
海关总署统计数据显示,今年上半年,我国跨境电商进出口达1.22万亿元,同比增长10.5%,成为拉动我国外贸增长的新引擎、新势能。
据海关初步测算,2024年上半年,中国跨境电商进出口达1.22万亿元,同比增长10.5%;高于同期我国外贸整体增速4.4个百分点。从2018年的1.06万亿元,到2023年的2.38万亿元,5年间,我国跨境电商进出口增长了1.2倍。
我国跨境电商蓬勃发展,2023年,海关监管的跨境电商、跨境邮件快件达70多亿件,平均每天2000万件左右。对此,海关不断创新监管方式,开发应用跨境电商进出口监管系统,着力提升跨境电商通关效率。同时,采取一系列措施,确保既能通得快、又能管得住。
广州创新出口集拼模式 跨境电商跑出“加速度”
如今,跨境电商已成为直接链接全球消费者和生产者的贸易新桥梁,人人都可参与其中。国内消费者在短视频平台观看带货直播,下单后最快一天就能喝到来自法国的红酒;国外消费者在电商平台上轻点鼠标,只需两三天,就能穿上来自中国的最新款时装。
广州作为“千年商都”,在物流、仓储、货物品类等方面具有优势,吸引了超1000家跨境电商企业在广州开展业务,形成了一个从政策优惠、平台集聚到物流便捷、金融创新的完整跨境电商生态圈。
走进位于广州南部、粤港澳大湾区地理几何中心位置的南沙综合保税区,跨境电商企业的仓库内,百余种商品正有序上架,成千上万个包裹从传送带上滑过,工作人员正熟练地打包、装车。
广州海关行邮监管处四级调研员张宇元表示,目前,广州跨境电商零售进口商品主要为食品、化妆品、皮革制品,涉及税号1075个,进口来源国和地区达到163个,覆盖全球五大洲。
“买全球”和“卖全球”的双向发展
企业在“卖全球”中发展,消费者在“买全球”中受益。近年来,跨境电商进口商品愈发丰富,家用洗碟机、视频游戏设备、滑雪用具、啤酒、健身器材等热销商品,先后加入跨境电商零售进口商品清单,清单商品税号达到1474个。
广州海关行邮监管处四级调研员张宇元指出,目前,广州跨境电商产业呈现三方面特点:
- 进口需求较大,自2015年以来进口规模连续9年保持全国首位。今年前7月,广州跨境电商进口货值达162.2亿元,同比增长6.7%,涉及消费者2370余万人次;
- 进口主流电商平台占比不断提升;
- 商品种类仍以消费品为主。
随着“中国制造”的崛起和跨境电商出口快速发展,国产潮流服装、服饰箱包等“快时尚”零售商品在线订货消费模式广受海外消费者青睐。但快销品网购常因尺码不匹配、消费者对穿搭效果不满意等原因需要退换货,跨境网购“退货难”问题一度成为困扰消费者和跨境出口企业的难题。
广州海关所属南沙海关跨境电商监管科副科长李奇表示,在综合保税区仓库内一站式完成拆包、分拣、上架、存储、复运出口等业务,为跨境电商企业解决退货难题,提升了跨境电商出口效率。

Preliminary estimates by the Customs indicate that China’s cross-border e-commerce imports and exports reached 1.22 trillion yuan in the first halfof 2024, representing a 10.5% year-on-year increase. This growth rate surpasses the overall foreign trade growth rate by 4.4 percentage points. From 1.06 trillion yuanin 2018 to 2.38 trillion yuan in 2023, China’s cross-border e-commerce imports and exports have witnessed a 1.2-fold increase over the past five years.
The robust development of China’s cross-border e-commerce isevident in the fact that customs-supervised cross-border e-commerce and cross-border mail express parcels reached over 70 billion pieces in 2023, averaging around 20 million pieces per day. In response to this surge, customs authorities have continuously innovated their regulatory approaches, developing and implementingcross-border e-commerce import and export supervision systems to enhance customs clearance efficiency. Simultaneously, they have implemented a series of measures to ensure both swift clearance and effective control.
Guangzhou’s Innovative Export Consolidation Model Accelerates Cross-border E-commerce Growth
Cross-border e-commerce has emergedas a new trade bridge directly connecting global consumers and producers, enabling everyone to participate. Domestic consumers, while watching live streaming on short video platforms, can receive French wine within a day after placing an order. International consumers, with a simple click on e-commerce platforms, can receive the latest fashion items from China within twoto three days.
As a “millennial commercial city,” Guangzhou boasts advantages in logistics, warehousing, and product categories, attracting over 1,000 cross-border e-commerce companies to operate in the city. This has fostered a complete cross-border e-commerce ecosystem encompassing policy incentives, platform aggregation, convenient logistics, and financial innovation.
Stepping into the Nansha Comprehensive Bonded Zone, located in southern Guangzhou and at the geographic center of the Guangdong-Hong Kong-Macao Greater Bay Area, one encounters warehouses of cross-border e-commerce companies where hundreds of products are systematically shelved. Thousands of parcelsglide along conveyor belts as staff expertly package and load them onto vehicles.
Zhang Yuanyuan, a Level Four Research Fellow at the Guangzhou Customs’ Postal and Express Supervision Department, stated that currently, imported goods for cross-border e-commerce retail in Guangzhou primarily consist of food, cosmetics, and leather goods, encompassing1,075 tax codes and originating from 163 countries and regions, spanning all five continents.
Two-Way Development: “Buy Global” and “Sell Global”
While businesses thrive in “selling global,” consumers benefit from “buying global.” In recent years, imported goods for cross-border e-commerce have become increasingly diverse, with popular items such as household dishwashers, video game consoles, skiing equipment, beer, and fitness equipment joining the list of cross-border e-commerce retail imported goods, expanding the list to 1,474 tax codes.
Zhang Yuanyuan,a Level Four Research Fellow at the Guangzhou Customs’ Postal and Express Supervision Department, highlighted three key characteristics of Guangzhou’s cross-border e-commerce industry:
- Significant import demand: Since 2015, import volume has consistently ranked first nationwide for nine consecutive years. In the first seven months ofthis year, Guangzhou’s cross-border e-commerce imports reached 16.22 billion yuan, representing a 6.7% year-on-year increase, involving over 23.7 million consumers.
- Growing share of mainstream e-commerce platforms for imports:
- Consumer goods remain the primary category of imported products.
With the rise of “Made in China” and the rapid development of cross-border e-commerce exports, “fast fashion” retail products like domestic trendy clothing and apparel bags have gained widespread popularity among overseas consumers for online ordering and consumption. However, online purchases offast-fashion items often lead to returns due to size mismatches or consumer dissatisfaction with the fit, making “difficult returns” a persistent challenge for both consumers and cross-border export businesses.
Li Qi, Deputy Section Chief of the Cross-border E-commerce Supervision Section at the Nansha Customs, a branch ofGuangzhou Customs, explained that one-stop services within the bonded warehouse, encompassing unpacking, sorting, shelving, storage, and re-export, address the return issue for cross-border e-commerce companies, enhancing the efficiency of cross-border e-commerce exports.
