##新疆再添国际物流枢纽:国际公路运输系统集结中心(乌鲁木齐)正式揭牌运营

**中新网乌鲁木齐8月14日电 (记者 于晓)** 8月14日,国际公路运输系统(TIR)集结中心(乌鲁木齐)正式揭牌运营,这是我国第二个由国际道路运输联盟(IRU)认证的TIR集结中心,标志着新疆在跨境物流领域又迈出坚实一步。

TIR集结中心(乌鲁木齐)的设立,将进一步完善新疆跨境物流体系,为“天山号”多式联运品牌体系建设夯实基础,助力新疆自贸试验区建设,推动新疆成为连接亚欧两大经济圈的重要枢纽。

TIR是建立在联合国公约基础上的全球性跨境货运通关系统,通过简化通关程序来提高通关效率,推进多边贸易和国际运输的便利化与安全性,涵盖公路、铁路、内陆河流、海运等多式联运,覆盖全球70多个缔约国。中国于2016年正式加入《TIR公约》,2018年正式实施TIR系统。

新疆作为“一带一路”核心区,拥有得天独厚的地理优势,近年来积极发展跨境物流,已成为中国向中亚、西亚、欧洲等地区的重要物流通道。今年5月,我国首个经国际道路运输联盟(IRU)认证的TIR集结中心落地新疆喀什,为新疆跨境物流发展注入新的活力。

乌鲁木齐国际陆港区作为新疆重要的物流枢纽,近年来积极发展多式联运,开行中欧(中亚)班列数量持续增加。今年上半年,由乌鲁木齐国际陆港区始发的中欧(中亚)班列开行709列,占全疆开行总数的93.3%,同比增长7.1%。其中,“天山号”多式联运品牌班列已成功开行超过300列。

TIR集结中心(乌鲁木齐)的成立,将为“天山号”多式联运品牌体系建设提供强力支撑,进一步打通双向的“门到门”国际公路运输及贸易直达通道,加快形成立足本地、辐射周边的贸易及货物集散中心。

新疆国际陆港(集团)有限责任公司党委书记、董事长司俊江表示,TIR是“天山号”多式联运品牌体系建设中的重要一环,集结中心的设立将进一步提升新疆跨境物流效率,为新疆自贸试验区建设注入新的活力。

海关部门的政策推动,让陆港区的商贸物流集聚效应愈加凸显。近年来,隶属于乌鲁木齐海关的乌昌海关持续优化TIR运输通关流程,先后在乌鲁木齐国际陆港区实现全国首单“跨境电商(9610)+TIR”的成功发运、中蒙俄沿亚洲公路网4号线(AH4)国际道路运输、中国—哈萨克斯坦—俄罗斯TIR过境直达运输始发等,为新疆跨境物流发展提供有力保障。

**Urumqi, August 14 (Xinhua)** – The International Road Transport (TIR) Consolidation Center (Urumqi) officially opened on August14th, marking the second TIR Consolidation Center certified by the International Road Transport Union (IRU) in China. This signifies another significant step forward for Xinjiangin the field of cross-border logistics.

The establishment of the TIR Consolidation Center (Urumqi) will further enhance Xinjiang’s cross-border logistics system, lay a solid foundation for the construction of the “Tianshan”multimodal transport brand system, contribute to the development of the Xinjiang Pilot Free Trade Zone, and promote Xinjiang’s role as a vital hub connecting the Eurasian economic circles.

TIR is a global cross-border freight clearance system built on the UNConvention. It simplifies customs procedures to improve clearance efficiency, promotes the facilitation and security of multilateral trade and international transport, encompasses multimodal transport including road, rail, inland waterways, and sea, and covers over 70 contracting countries worldwide. China officially joined the TIR Convention in 2016 and implemented the TIR systemin 2018.

As a core area of the Belt and Road Initiative, Xinjiang boasts unique geographical advantages. In recent years, it has actively developed cross-border logistics, becoming a crucial logistics channel for China to connect with Central Asia, West Asia, and Europe. In May this year, China’s first TIR Consolidation Center certified by the International Road Transport Union (IRU) was established in Kashgar, Xinjiang, injecting new vitality into the development of cross-border logistics in Xinjiang.

The Urumqi International Land Port Area, as a significant logistics hub in Xinjiang, has been actively developing multimodal transport, witha continuous increase in the number of China-Europe (Central Asia) freight trains. In the first half of this year, 709 China-Europe (Central Asia) freight trains departed from the Urumqi International Land Port Area, accounting for 93.3% of the total number of trains departingfrom Xinjiang, an increase of 7.1% year-on-year. Among them, the “Tianshan” multimodal transport brand trains have successfully operated over 300 times.

The establishment of the TIR Consolidation Center (Urumqi) will provide strong support for the construction of the “Tianshan” multimodal transport brand system, further opening up two-way “door-to-door” international road transport and direct trade channels, and accelerating the formation of a trade and cargo distribution center based in Xinjiang and radiating to surrounding areas.

Si Junjiang, Party Secretary and Chairman of Xinjiang International Land Port (Group) Co., Ltd., stated that TIR is an essential part of the construction of the “Tianshan” multimodal transport brand system. The establishment of the consolidation center will further enhance Xinjiang’s cross-border logistics efficiency and inject new vitality into the construction of the Xinjiang Pilot Free Trade Zone.

The policy supportfrom customs authorities has further highlighted the agglomeration effect of trade and logistics in the Land Port Area. In recent years, the Urumqi-Changji Customs, affiliated with the Urumqi Customs, has continuously optimized the TIR transport clearance process, achieving the first successful shipment of “cross-border e-commerce (9610) + TIR” in China, international road transport along the Asian Highway Network Route 4 (AH4) in China, Mongolia, and Russia, and the launch of China-Kazakhstan-Russia TIR transit direct transport, providing strong support for the development of cross-border logistics in Xinjiang.

Theofficial operation of the TIR Consolidation Center (Urumqi) will further enhance Xinjiang’s cross-border logistics efficiency, promote Xinjiang’s economic development, and contribute to the construction of the Belt and Road Initiative.
